They forget that fear as # deterrent is quite as much ap clement as reform. Formerly there was an pfortanate tendency to depress the reform ‘element and rely almost altogether on fear to prevent the commission of crime. The present inclination is to convert punishment into reformation by the same means that are used in elevating classes not criminal. The whole subject is reviewed in the newspapers and with more or less ability. Like Sir Walter Scott, Mr. W. P. Andrews, who con- tributes an article on the subject to the April Forum, does not see the propriety of making prisons “dandy piaces of detention,” and pre- sents « practical view of reformatory prisons a8 schools of crime. The writer is and has been for a long time clerk of the criminal court at Salem, Massachusetts. Commending the real reforms introduced by Massachusetts in her prison system he produces the evidence of Prisoners themselves to show that the sum total of the reforms has been unfavorable. A convict at Elmira, writing for the prison with the savory dinner evening entertainment awaiting him, and asks with a partially justifiable cynicism, “Is good- ness profitable?” An English traveler, after careful observation on the spot, (describes the average prison in the northern states as “a little paradise, where all the prisoner's earthly wants are anticipated.” This leniency to the ‘vagrant and vicious which is positively cruel to the honest and industrious community docs not characterize the English system. The great humane work of John Howard accom- plished, the practical English pause and con- sider the right ends of punishment. The prisoner is not coddied and feted, does not receive the rich rewards for a criminal life withheld by stress of circumstances from many who lead virtuous lives of stern endeavor. ‘This system in the United” States has not diminished the volume of crime. On the con- trary the effect of the feting and coddling of convicts has been as follows: The annual report of the Massachusetts attorney general shows between the years 1837 and 1890 an increase of convictions of 8,450 per cent, while the popula- tion increased 300 per cent. One of the great evils of the rose water system is the association of criminals encouraged by it—the younger and less vicious with the adepts in crime and vice. The system, too, encourages hypocrisy. To the chaplain contrite profes- sions of repentance and reform are made, while the evidences of good conduct are only accu- mulated to secure a release from confinement and the opportunity to commit further crimes. “Ag I lay in my bunk at night, Bill,” wrote one of these adepts, “I often think of the bully times we had up to old Uncle Tuft’s hotel (the Massachusetts reformatory) and the gay larks we had there at the Y. M. C. A. meetings, put- timg our heads together and gettmg up the high old rackets we have bad since.” This is not quoted to show that tke Y. M.C. A and other benevolent societies should not do every- thing possible for the reform of the criminal class, whether in or out of prison. The line be- tween duty to criminals as fallen creatures and duty to society upou which the criminals prey ought to be suflicientiy distinct to keep the great objects of ali human punishment fuily in view. os -— In the days of the great triumvirate a famous Seuator was accustomed, when he wished to address the Senate on a favorite topic, to offer a set of resolutions thereon. His purpose was not so much to unfold the views of other Sena- torsashisown. And yet Mr. Calhoua usually succeeded in exposing, by means of the debate on his propositions, the individual opinions of his fellow members, as well as those held by him- self. Those were the days of Ce d the world listened | to what Senators and Representatives had to say with a deference not now shown to any class of thinkers or talkers whatever. In these latter times debate may be as fuil in some re- spects; but it is not as oratorical, it is not as authoritative, it is not as conclusive of measure and issues. Still some very strong debaters survive from the era of the giants, and if there are no giants as powerful as there were there are more of them in proportion to the whole number, and an increase of the num- ber of fairly weil informed men is very perceptible. Among the strong debaters in the Senate at the present time is Mr. Morgan of Alabama. He is & foeman worthy of the steel of the foremost debaters and his challenge to shrinking presi- dential candidates in the Senate to uncover themselves on the silver question is one that appeais very naturally to the sensibilities of both Senate and public.
