2 BLAMES HIS STENOGRAPHER. | — ‘Mr. Owen's Explanation of Alleged Irregu- larities Charged by Mr. Nettleton. After Tas Sran’s report closed yesterday, Assistant Secretary Crounse was examined by the joint committee of Congress investigating Jmmigration affair. Mr. Crounse said his per- Sonal opinion was adverse to the wisdom of Beneral use of head money for public building or other purposes. He thought it an invita- tion to extravagance, and, while he regarded the policy as a thing settled upon before he Went into office, he thought it best to admonish Mr. Edbrooke to carefully watch Ellis Island expenditures, SUPERINTENDENT OWEN EXAMINED. Superintendent Owen of the immigration bu- ean was then asked to take the stand and was examined by Senator Chandler, who first asked him about the voucher for $117 to which Mr. Nettleton objected. Mr, Owen said Hngh A. Ernst was stenographer to him (Owen) and ted bill for overtime work. Witness yw that Ernst had done a great deal of work after hours for the immi- gration bureau, and in pursuance of the erders of witness; he therefore felt the Dill ought to be paid, but ascertained that it could mot be paid in the ordinary way of doing business. In response to an invitation from Mr. Sites, ‘the principal of the Capitol Hill High School, Dr. Edward Everett Hale addressed the stu- dents yesterday afternoon in the hall of the Peabody building. The English classes have recently been reading his book entitled “A Man Without a Country,” so that his visit was doubly interesting to the students. He said that he had witnessed the opening exercises of the first Public school in this city east of the Capitol and since then had followed with great interest the rapid development of school facilities in ‘that section of the city. He was greatly inter- ested, he said, in the public school system of the country, and pointed out to the Rapils, their’ daty as citizens of the nited States to give it their loyal support ‘asthe most important, in many respecte, of allour national institutions. He then called attention to the great number of persons who ‘when they left school failed to follow up the training which they had received there and consequently did not prove assuccessful and ‘Weoful students in the school of life as they might otherwise have done.
