THE ANTI-SILVER PEOPLE WILL INDULGE IN PIL~ IBUSTERING TACTICS, BUT THE COMMOTTRE ON RULES MAY REPORT a SPECIAL ORDER— M'MILLIN HOLDS THE BALANCE OF POWER. Some of the anti-silver men were indulging themselves this morning in the hope that they may be ablo to adopt as a substitute for the Bland bill a proposition for a monetary confer- ence. The report is being circulated that some of the silver Senators are in favor of this course. If this move should succeed it would greatly surprise those men who believe they know all about the situation. Mr. Bland gave notice this morning that he would postpone calling the previous question until 5 o'clock this afternoon. The reason he gives for this is that three or four members of the committee still have speeches to make. There appears to be no chance whatever for a vote re ‘The expectation is that the legislative day of ache om not end until 5 o'clock Friday. "The filibustering against the bill will Degin as scon as Mr. laud moves the previous question. A number of substitute propositions will be submitted, and if they are ull voted down the anti-silver: men will try to secure an adjourn- ment. Mr. Bland will propose a recess until morning instead, and it ‘obable that his motion will carry. This will continue the legisistioe day into Friday and prevent the ex- piration of the special order, which ende with the legislative day of Thursday. Someytime Fruiay there is expected to be an adjournment. This will end the special order, and Saturday will be devoted to eulogies on the late Kepresentative Spinola. Mr. Catchings, the absent member of the committee on rules, has telegraphed that he will be here on Sunday or Monday. If he is here Monday there will be a meeting of the committee on rules, aud when the House mects on that day a special order will be a from the committee again, bringing up the silver bill and ordering a vote at once. ‘There can be no filibustering against the re- port of the committee on rules and if the mlver men have the requisite num- ber of votes (which is very probable) they can adopt it without great delay. The vote on the siiver bill will then be takeu either on Monday or Tnesday, as the order may provide. This is the plan laid out by the silver men and unless they have lost some votes within the past twenty-four hours they will carry it out. A tremendous effort is being made to get the republicans to join in an effort to defcat the bill, but up to this time there is no hope held out of any united action on the part of the re- publicans.
