EXPECTATION THAT THE CCMMITTRR ON RULES WILL BRING IN ANOTHER SPECIAL ORDER NEXT MONDAY—THE FIERCEST KIND OF 4 CONTEST EXPECTED—THE ANTI-SILVER MEN HAVE THE ADVANTAGE. While the fight over the silver question in the House has not ended the silver men are thoroughly demoralized by last ings. The anti-silvermen are the victors up to date, and the prophets have turned their coate and are inclined to predict that that victory may be thade lasting. The silver men | were claiming a majority of twenty or thirty votes and the anti-silver men did not feel war- ranted in disputing thie claim. Their only hope to defeat the bill Jay in strategem. The result showed, however. ‘that the thing they were most <lefective in was strategic skill. On two votes they had the bill beaten but for the Speaker's vote coming in to save it by making a tie, and on another vote the anti-silver men had a clear majority of two Yotes—two more votes than the silver men bad atany time. At the critical moment. however, four members who had voted to get the bill back toa position where jt might be tabled disappeared, and their vote dropped from 150 to 146, not counting one man who changed his ‘vote to the other side as a move in tactics. BEWILDERED BY THEIR OWN STRENGTH. ‘There was some bad management here, but no one in particular can be held accountable for it. ‘The anti-silver men were bewildered somewhat by their own surprising strength. While they failed to kill the Bland bill on the spot they won a decided victory, not only in that they killed the special order, sending the bill back to the calendar without special privilege, but that they showed such strength us to give them a decided advantage in any fight in the future. The silver men are greatly demoralized and disheartened, but they are also desperate and Propose to carry the fight to an extreme. As soon as Mr. Catchings returns to the capital the committee on rules will probably bring in a special order fixing a time for a yote on the bill. Mr. McMillin has been subjected to @ great deal of pressure to induce him to vote in com- mittee sgainst this order, but it is not expectea that he will do so. ‘The Bland bill cannot by any possibility come up in the House again without a # order from the committee on rules. CAN A SPECIAL ORDER BE ADOPTED? The question now is whether or not such a special order can be adopted in the House. ‘The votes last night indicate that it cannot, and the leading anti-silver men do not think it can.
