This is the Geary bill reported by the House committee on foreign affairs. This measure secks to keep out practically all Chinese, merchants and professional men as well as laborers. Diplomatic representatives and their retinue of servants and a few others who may be permitted under license to travel in this country and to exhibit Chi- nese productions are the only persons who under the terms of the bill are to be per- mitted to enter the United States. The bill Proposes to exclude hereafter those Chinese now resident in the United States wuo may leave and then seek to return. There is a minority | of the committee opposed to the passage of the morning adopted a resolution directing that a motion be made in the House tomorrow fo take “up the bill in the morning hon, Mr. Hitt (ii), who is one of the minority, said that while he would speak against the bill It is hoped, there- passage under this rule, which permits a measure to be called up in the morning hour on twodays. Kt May Result in Again Testing the Const!- tutionality of the McKinley Act. Itis probable that the President's proclama- tion reimposing duties on certain imports from Venezuela, Haiti and Columbia will lead again to a test of the validity of the reciprocity clause in the McKinley bill. The proclamation opens the way for the direct question to be brought before the court, and it will be the policy of those who are interested in discredit- ing the McKinley act to avaii themselves of the opportunity. Speaking of the proclamation today Rep- resentative T@rner of Georgia, the Inwyer | member of the ways and means committee, said. “The restoration of duties on coffec and other commodities from Venezuela, Haiti and Co- lumbia will greatly distucb our trade with these countries, and operate a great bardship upon Americans engaged in th: question of the constitutionality of thi under which the proclamation is issued may be vested in the courts. ~The question presented would be vers differ- ent irom that recently decided by the Supreme Court.
