Secretary Elkins Inte yesterday afternoon is- snedan important order providing forthe reor- ganizing of the division of military intelligence. The order bas caused consideraLle comment among army officers. It reads as follows: The division of military information, here- tofore created im the office of the adjutant gen- eral of the army, is hereby reorganized as fol- lows: 1. The division will be placed in charge of an officer of the adjutant general's department, to be selected by the Secretary of War. 2. In addition to its othor duties the division will be charged with: (a.) The coilection and classification of mil tary information of our own and foreign coun- tries, especially with respect to armed, re- served and available strength, natural and artificial means of communication (rivers, cannis, highways and railroads); the manufac. ture of arms, ammunition and other war mm- terial; supplies or food, horses, draft animais, &e., & (b.) The preparation of instructions for the guidance of officers of the army serving oF traveling abroad or acting as military attaches, and the arrangement and digest of information contained in their reports. (c.) The issuance to the army of military maps, monographs, books, papers and other publications and the dissemination of valuable information on military subjects throughout all branches of the service. (d.) Correspondence with state authorities and militia officers on questions affecting the organization and armament of the militin of the several states and territories and of the District of Columbia, and the reference to roper authority of questions for decision re- lating to tactical instruction, discipline and equipment. (e.) The preparation of instructions to the ofticers detailed by the Secretary of War to sit the several enucampments of state troops and to witness the movements and exercises of the militia, ax well as the digesting, arrange- ment and preservation of all reports that may be duly submitied by them. (f.) The study and preparation of plans for the mobilization and transportation of militia aud volunteers dnd their disbaudment and for the concentration of the military forces of the United States at the various st or near the frontiers of the country. 3. ‘y «aormation will also have charge of a muscum to be established for the proper care and preservation of such military relics as are now in the several bureaus of the War Department or as may hereafter be obtained. 4. The officer in charge shell perform such other duties as naturally appertain to the divi- sion, or as may be hereafter assigned to bim from time to time by the Secretary of War, A8 VIEWED BY ARMY OFFICERS. Inquiry on the part of a Star reportoramong army officers today developed the fact that the order issued by Secretary Eikins providing for the reorganization of the bureau of military information is of a far more important nature than would appear on casual reading. It isnot @ mere reorganization of the routine duties of the bureau, but contemplates such en- largemen: of its functions as to make its inquiries as far-reaching and its usefulness as practical and efficacious as all similar insti- tutions in the largest countries of Europe. Heretofore the bureau hax been necessarily more or less circumscribed in its sphere of ac- tion, but under the new plan it will extend its inquiries into every foreign field, while at the same time developing every possible avenue of military intelligence in this country. Especial attention isto be given to the collection and classification of military information con- cerning the armed, reserved and available strength, natural and artificial means of communication, the manufacture of arm and all war material and supplies, and in fact every detail of war contingent, both in this and foreign cour.tries. One of the most im- portant duties of the reorganized burean will the careful study and preparation of plans for the mobilization and transportation of fed. eral and volunteer troops and their conceatra- tion and disbandment at strategic pointson the frontier—matters which have never beforo re- ceived the full consideration which they de- served in this country. : Under this authority now the to; 5 of the country will be thoroughly studied and every road and water course will be exami, with the view to ascertaining its fullest capac for transporting troops in time of emergency, &c., moving or maueuvering them as oc- casion requires, In foreign countries these have always been matters of _ gravest study, as illustrated in the Franco-Prussian ar when the German armies crossed the frontier, each German general having in bis pocket 's schedule of every road and a plan of every strategic point and battlefield on his own and French territory. Another of the underlying features of the Secretary's new order, and one that is caleu- lated to excite general interest in military circles and be productive of untold advan- tages, is the jurisdiction given to the bureau under the Secretary's supervision over all matters pertaining to the militia, The Secretary's idea seems to be to establish closer and more intimate connection between the federal and state military organizations and to make possible greater y and more intelligent co-operation than ever before existed between the two elements of our mili- tary establishment. THE PROPOSED MUSEUM. A pleasing and interesting annex to the bureau of military information will be a museum which is proposed for the collection of the various relics and souvenirs of American wars which now lie scattered throughout weisie wageegee as well as those which ter be obtained.
