Senator Harris, Senator Vance and Seustor Barbour were the absentees: the two fo-mer were sick, the latter is m New York. It was the first committee meeting for this session at which Senator Harris has not responded to the metaphorical roll call. First among the measures to be discussed wore Senntor Morrill's bill to establish a Loe- ital or home for inebriates and dipsoma- Biaca, “Several Senators were rather in- clined to the belief that the District of Columbia had a sufficiency of charitable institutions. There was also some question as to whether the bichloride of gold cure war a desirable remedy for drunkenness. When the committee had talked the matter over for some time it concluded to let the bill rest for awhile. Senator Morrill's bill for the promotion of anatomical science and to prevent the desecra- tion of graves goes over for one week. The probabilities are that it will be favorably re- ported. THE BATHING BEACR. Then there was discussion over Senator Me- Milian’s bill for remodeling and maintaining the public bathing beach. Every one present as satisfied that the beach was a necessity. | ‘The bill, however, goes over for oue week and | in the meantime will be amended so as to be | in accord with suggestions made by | the District Commissioners and others. The proposition to have two pools—one docs not probable for white people and one for colored seem to meet with any favor, so it that the bill as it leaves the Senate committee will make provision only for «single pool, in which white and black may bathe together, or may not, just as they please. Favorable report was ordered on Senator Pottigrew’s bill for the protection of livery stable keepers and other persons keeping horses at live: Similar action was ordered on Senator Perkins’ bill to amend the act entitled “An act to incorporate the National Union in- surance Company of Washington. TO EXTEND THE TIME FOR ASSESSMENT. The House having passed the bill to extend the time for making an assessment of real estate in the District of Columbia outside of the cities of Washington and Georgetown an adverse report was ordered on the Senate bill, and the House act will be favorably reported. The committee expects to take action at its next meeting on Senator Cullom’s tall for the pro- tection of the rights of owners of lots in Colum- bian Harmony cemetery. The District Com missioners have reported adversely on this bill, and the District committee will probably take the same action next week. Adverse report was ordered on Senator Me- Millan's bill to punish false swearing before trial boards of the metropolitan police force and fire department. This bill has already, a @ House bill, ed the House. The Senate committee have ordered a favorable report on the act of the House, for the purpose of facili- tating legislation. Sr. Loum, March I8.—At 8.35 this morning fire started in the upper floor of the Liggett & Myer tobacco factory, and, in quick succession, one,twoand threealarms were sounded, followed by a goneral alarm, which brongit nearly every fire engine in the city to the scene. The fac- tory is seven stories in height and occu the square-bounded by harlesand 13th streets. At the time th the factory was filled with about 600 employes, including many women and young girls. ‘The building was well equipped with fire escapes and stairways, and these were soon swarming with an excited mats of humanity The male employes showed remark ‘Ress and rondered invaluable assistance to the Women in descending the fire escapes, stair ways and hastily improvised ladders. Some of the women were overcome with fear and fainted, while many others were blinded by the heavy smoke which quickly filled tho upper fic of the im- mense building.
