As a local NEWS paper and Advertising Medium i has no competitor. ———<—_—_—_—_—_—_—_—_————————— Some men experienced in railroading and having no personal interest im any patent are endeavoring to promote the movement to se- eure uniformity in freight car coupling and the use on interstate lines of some automatic coupler. This proposition is not new. It will be remembered that it was adverted to last year, when it was indorsed by the railway men fm their annual convention held in this city. It foe woll-known fact that a larger number of serious casualties happen on the roads in con- neetion with car coupling than from any other cause. The proportion of deaths is two and a half times as great as from all other causes of accidents on our railway system. ‘The use of ‘an sutomatic coupler on some lines has shown that it is a valuable preserver of human life aad the movement to secure from Congress a Jaw to compel the use on all trunk snd con- necting lines of some good coupler on the auto- matic principle is a highly philanthropic one. It is competent for Congress to enact this leg- islatioa. It is a humane and necessary thing to do, in the line of public interest and for the promotion of commerce between the states of ‘the Union, and there ought to be no trouble in obtaining a favorable report and early action on the subject + +2—____ University extension is the people's univer- sity, the popularization of high learning. ‘This is too often forgotten and the methods of the university proper insisted upon. The course of the extension in England, where the system originated, still tends in a perfectly natural order to scientific and technical rather ‘than literary and historical study, but @ reac- tion wili take place, as it is in some of the uni- versities already taking place, with regard to history. An English writer in thenew monthly devoted to university extension contends for citizen education, the study of the history of popular government in Athens and Florence as well asin England and the United States. Cortaia it is that the highest aim of the citizen es acitizen is to fit himself for his duties as wach Scholarly investigators, like Mr. Free- man and Mr. Gardiner in England and popular historians in the United States, have prepared the way for a broad study of representative in- stitutions. It cannot long be delayed. It is the capstone of popular education. To the scientific analysis of popular government will succeed the scientific analysis of the great liveratures of the free nations of antiquity and modern times, ++. ____ Disintegrating influences are at work in the south, politically speaking. In North Caro- lina, Alabama, Louisiana and other southern states both parties are more or less divided on local or national questions. Jealousy exists between the races in the republican party in Alabama and elsewhere, while in Louisiana the apparently defunct lottery question is galvan- ized into life so as to create four parties out of two, with the Farmers’ Alliance adhering to one of the two democratic factions. In North Carolina and Georgia, as well as in Alabama, the third party nightmare disturbs the domi- nant party toa certain extent, dependent for farther effects on the attitude of Congress upon silver. ++. _ So far the borings on the post office site are more than satisfactory, as «glance at the ac- count of the operations contained in another Part of today’s issue will show.
