SENATE, The special message of the President (sent in yesterday) on the subject of an appropria- tion for the lands relinquished by the Choc- taws and Chickasaws was laid before the Senate and read. Mr. Allison (chairman of the committe on appropriations) remarked that it was s very important communication. It related to an appropriation of about three million dollars that was placed in the Indian appropriation Dill at the last session of Congress. It had been put in on a yea-and-nay vote over the recommendation of the committee on appropriations. There were important legal juestions involved and also important equities. je thought it would be wise for the communi- cation to be printed and laid on the table for the present. and that ata later stage it should be referred to the judiciary committee to as- certain whether there isany legal obligation on the part of the United States to pay for those Indian lands. If not referred to the judiciary committee it should be referred to the com- mittee on Indian affairs, but not to the com- mittee on appropriations.
