The former treats the topic from the standpoint of a national peril and takes a pessimistic view. Mr. Phelps is so anxious to have « popular lection that he would extend the Michigan system to the Union. It is to be observed im- Partially that if the system is good for Michi- gan it ia good for the entire republic. It seems to Tus Stax, with all deference to the great | eonstitutionist from Vermont, that the state ean “appoint the electors” just as well by per- mitting the vote of the districts to be rendered es cast as by awarding to the candidate having the highest number of districts the full elec- toral vote of the state. The subject is one of vital interest, and it is noteworthy that the ad- voeste of progress is a democrat of the old sebool while the advocate of conservatism isa republican of republicans, and that botb are from the same state. Messrs. Edmunds and Phelps discuss the qeestion as publicists and not apparently as partisans. It is to be added to the latter's article that the district mode of voting if gen- eral would operate at present in favor of the democratic party. It might easily happen, bowever, that xf the republican national ticket was a “good average” one it might carry so of the very districts which for local reasons went democratic. And in a course of years the system would work as well for one party as another. At any rate if New York, the greatest state in the Union, divided its vote it would not be, nor would any state be a piv- otal state and the effect of this would be to pu- rify our politics and avoid some of the dangers | incurred under the existing system which Mr. Edmunds has so ably presented in his!
