THE EVENING STAR has a regular and permanent circulation in Washington three times larger tham that of any ether paper im the city. As a local NEWS paper and Advertising Medium it has no competitor. Se Seven handred towns in the United States and Canada have a gravity water supply; double that number employ a system in which pumping is an integral part of the water system. The gravity gives more certainty of operation and hence in the fret class of towns the supply is better guaranteed. The uninterrupted operation of a public water supply need not be insisted on, for it ought to be perfectly ob- vious as imperatively necessary. Duplication of main conduit lines would sem to furnieh in the case of cities depend- ing om small rivers or other streams the highest guarantee of an uninterrupted supply. The evils of ashort supply were re- cently seen in New York and Boston and the demand led to additional masonry aqueducts. ‘The growth of cities calls for an increase of water and provision against interruption of the supply. Not only are household and office uses to be considered, but also the great danger of a general conflagration using up all availabie water. A writer in the February Engineering Magazine unfolds the Iatest instance, that of Brooklyn, of a ser1- ously interrupted supply. The city of churches is supplied mostly from elevated ponds lying caat of the city limits, the water of which is eonveyed through @ masonry aqueduct by gravity toa pumping station and thence cle- vated by steam power to the distributing reservoirs. A break in the aqueduct stopped the elevated railway cars and postponed wash- fag day. A water famine existed for a while. Those American cities are Elmira and Rochester, New York. Large fountains in connection with the system are useful for aerating water before sending it to consumers. The bint of an improvement of the condition of the impounded water by relieving it through aeration from unpleasant tastes and odors due to the abnormal development of cryptogamic life may be worth consideration by Washi ton in connection with the project of relieving the Potomac water of its occasional tur- bidity by using the receiving reservoir as @ settling basin. If the extension of the local water system which was aimed at in the tunnel fiasco had been accom- plished Washington would have felt no neces- sity of taking a second thought as to the quantity of its water supply. Even as matters stand there is no danger of a general water- famine, as distinguished from temporary searcity in the higher levels. The supply from the Potomac is inexhaustible, and the quantity to be received is limited only by the means pro- vided for conducting it to the city. + Mr. Bland has won the preliminary skirmish; he has had his reported bill providing for free eoimage placed on the House calendar. He Proposes to wait awhile on the committee on rules. If it gives him a day or days for the consideration of free coinage, very well. If it does not, his purpose is to call up the bill in the morning hour for the consideration of re- ports from committees when the committee on coinage, weights and measures is reached in its order. He will then ask the House to fix a day for the measure. As there are probubly two- thirds in favor he hopes to secure his wishe’. It is not known what the rules committee will do, but there is some reason for thinking that it will not grant a day for the free coinage bill. ‘There is just a little doubt whether two-thirds f the House would run in the face of the or- ganization and set apart a time to consider the bill when the probabilities of its passage in the House are so strong and the responsi- Dility for making silver free coinage the chief issue of the approaching campaign would be fixed, not on a popular convention, but on the democratic branch of Congress it- self. This slight element of doubt makes the question interesting, a doubt due to the pecu- liar state of affairs in the democratic party ex- isting st present. The Speaker's course is watched narrowly, as it may indicate something ‘as to the policy he and his friends will adopt respecting presidential candidates and the issues of the campaign. The action of the House will undoubtedly have an important Dearing on the Chicago convention and the re- sult of the election next November. ‘The fact that in the matterof granting leaves of absence with pay in the department service some bureaus were entirely overlooked bas Jong been the reproach of Congress, whose Gaty it is to be strictly impartial in exactions from and favors conferred upon the employes of the government. Only within a short time have the employes of the government printing Office enjoyed leave, and the bill reported in the House yesterday is a just but tardy recog- nition of the claims of the hard-worked public servants at the bureaa of engraving and print- ing. The government is very liberal to its employes ssa rule, both in compensation for services and in granting sick and other leaves. ‘It cannot afford to grant to one portion of its scrvitors what it withholds from others. The distribution should be equal, and this obvious Principle may, probably will, induce Congress to accord a thirty days’ leave of absence for the employes of the bureau of engraving and Printing. To the members of the convention now assembled in Washingtou—the tailors—many men owe more than they are willing to confess. ‘This is true not merely in the financial sense. By s delicate suggestion as to pattern in cloth they relieve sn unsymmetrical outiine; by a little bunch of wadding here and there they develope proportions of grace, and all with such delicate tact that the customer scarcely realizes that these charms are not his own. ‘They give their time aud attention to the beau- tification of their fellow man and contribute to the onliverment of dull hours by furnishing subjects for humorous paragraphers.
