Yet it is not felt that the discussion of the question at length at this time is wholly use- less, for aside trom the advantage that may be gained in the prestige of having been willing to negotiate, Secretary Blaine will have in bis hands a weapon that can be used to good effect in other controversies, notably that over the Bering sea DELAY IN THE BERING SEA CASE. ‘There is a strange contrast in the British at- titude in these two cases, On the subject of reciprocity the commissioners are all eager- ness and zeal, utilizing every moment offered and pressing the question with what to some pears useless force. ‘On the other band the Bering sea discussion, thongh in reality a matter demanding imme- diate settlement, is allowed to drag along at even less than the regulation rate of diplomacy while the date for the wailing of the Pucitic sealing fleet is approaching. THE SILVER MEN, ‘They Are Working for an Early Cousidera- tion of the Bland BILL. The silver men have some eight or ten peti- tions in circulation on the democratic side of the House urging that the silver bill be made a special continuing order, and, it is said, had arly today secured about 100 signatures. There are some doubts entertained as to the expediency of the petition movement but the silver men mostly believe that it may advance considera- tion of the bill, and are doing what they can to bring the matter to an issue early in the ses- sion. The resolution introduced by Mr. Bland the day he reported the bill fixed February 17, which is next Wednesday, as the day on which the silver _ bill should be taken up, but it is not expected by the silver men that they will succeed in getting it up so early, and they will probably be con- tent if by that time an order can be secured naming a later day or which the bill shall be taken up. There is very earnest work being done on both sides of this question, but at the present time it is in a quiet anti-silver men are urging delay and are work- ing to that end in the hope that there may be developments which ‘aid their cause and enable them to find some way out of the difti- culty. ‘The free coinage men are in favor of speedy action, and say that on grounds alone, aside from the monetary prin- ciple involved, the sooner the issue is met the better. The rules committee has not up the subject. New Yorn, Feb. 12—Ten more cases of typhus fever were discovered this morning among the Rassian Hebrew immigrant who landed here from the steamer Massillia on Jan- wary 30 last. The total number of persons known to be suffering from the plague at 10 o'clock today was sixty-reven.
