The report was in circulation at the Capitol today and was credited to @ prominent repub- lican, to whom Mr. Blaine is alleged to have Siven his confidence. The statement Mr. Blaine was alleged to have made to the author of the report was that he intends to retire and to spend several months in the south for the beneiit of his health. He is alleged to havo stated that he had for some time wanted to retire, but that he wanted the Chilean matter to_be | settled first, so that a difference of opinion on | that matter could not be attributed as a reason for his retirement, and to avoid the inference that he retired for the pyrpose of becoming a presidential candidate he had withdrawn from the candidacy before sending in his resigna- | tion. ‘MB. BLAINE'S DENTAL. Secretary Blaine was at the White House for half au hour this morning, in consultation with the President, and as bo was leaving the man- sion @ Stax roporter showed him a newspaper clipping containing a circumstantial account of the plan for his resignation. ‘The Secretary heard the news summarized, and then said: “It is entirely false. There is not a word of tru it, These stories are being circulated b; idle men who have nothing better to do, and I wish you would deny them. in the most positive terms. This statement is an infernal lie.” NOT GOING To THE BERMUDAS. The Secretary was uisc asked if there was any truth in the statement that he intends to take @ southern trip thi spring among the Ler- mndas and other West Indian islands. He re- plied: “I have planned no trip to the south. I care too littlo about traveling to go anywhere bysea. If I take any trip I shall sclect a desti- nation that can be reached by land.” AS TO THE WANAMAKER RUMOR. ‘There was another rumor afloat this morning to the effect that Minister Reid’s resignation would be followed by the appointment of Mr. Wanamaker to the diplomatic post at Paris and the selection of Mr. Clarkson to be Postinuster General. The reporter mentioned these re- ports to Secretary Blaine and asked if he could throw any light on them. He said: “I do not know anything about them. I have all that I ean do to deny the absurd rumors about my- self to worry about those concerning the other officersof the cabinet. I suppose these rumors are started by the same men who wrote the one about me. There seems to be about as much foundation for them.” The published statements of the Secretary's proposed resignation went so far as to discuss the problem of the selection of his successor, the names of ex-Senators Edw”mnds and Evarts and Minister Lincoln being most prominently mentioned. CANADIAN RECIPROCITY. ‘The First Formal Conference Held at the State Department Today. THOSE WHO REPRESENT THE TWO GOVERNMENTS— SECRETARY BLAINE CONFERS WITH THE PRESI- DENT—THE MOVEMENT WAS INSTIGATED AND HAS BEEN PRESSED BY CANADA. The negotiations between the United States and Canada in regard to reciprocal trade rela- tions were opened formally this morning at a conference held at the State Department of the representives of each government. The Secretary of State and Gen. John W. Foster attended to the interests of the United States, while those of Canada were cared for by a commission consisting of Sir John Thompson, minister of justice and attorney general; Hon. Mackenzie Bowell, minister of the customs and militia;Hon. Geo. E. Foster, minister of finance; Mr. Parmalee, deputy commissioner of customs, and Mr. Stewart, private secretary. They reached Washington last night. commission really consists of the three first named officials, the others accompanying them as attaches. Mr. Bowell takes the place of Sir Charles Tupper, but otherwise the commiseion is the same as that which visited Washington last spring. CONFERRING WITH THE PRESIDENT. This morning Secretary Blaine spent half an hour with the President at the White House, going over the ground tobe occupied by the United States in the coming conferences. He then, at 11 o'clock, went to the State Department and met Gen. Foster in the diplomatic reception room. In a few minutes sir Julian Pauncefote, the British minister, appeare@ and notified the Secretary thatthe Canadian delegates were ready to enter upon the negotiations, and it was arranged that they should proceed to the State Department. ‘They arrived at about noon and there was « liminary session ut an hour, during Thich the conferees talked “‘across the beard,” as the ——— phrase goes, and arranged the ground of the coming conferences, which may last seve v8. One steamer loaded with ealved cargo has arrived at Southampton, ‘The weather is tine and the work of taking ous cargo is proceeding us rapidly as possible. Despite the reports circuited that had said the Eider would never float again it is the opinion of many, including Capt. Leister, inspector of the North German Lioyd Steam- syip Company, that the bull of the steamer is not very extensively damaged and that when her cargo is out it will be a comparatively easy task to ip her bot- tom temporarily, pump the water out of her then get her off the rocks.
