Senator Cockrell Wants All the Department Employes to Come Under It, AN INTERESTING DEBATE IN THE SENATE YES- TERDAY BROUGHT UP BY ATREFERENCE TO THE GOVERNMENT PRINTING OFFICE—SEVERAL SENA- ‘TORS MAVE SOMETHING TO SAY ON THE SUBJECT. If Senator Cockrell could only have his way all departmental employes would be required to labor eight hours each week day. There was dobate in the Senate yesterday on the bill to bring about reform in the printing and dis- tribution of docamentsand Senator Manderson offered an amendment providing for the en- forcement of the eight-hour law for employes of the government printing office. Senator Manderson stated that Public Printer Palmer bas rigidly enforced the law and was a most efficient officer, but the amendment should nevertheless be adopted. “I shouid like to ask the Senator.” said Sen- ator Cockrell. “if he knows the custom there, as to whether the employes who work by the day go to the printing office at the same hour that they do in the other departments and leave at the same hour?” Mr. Manc formation on that subject. system of reliefs, because during the ‘session | of Congress the ‘public printing office is of course at work both night and day. “The law,” said Senator Cockrell, eight hours form a working day, an< “is that the departments ignore the law by working six | ¥ hours and & half a day and they call that a day. That is the reason why 1 asked as to whether the same custom prevails in the public printing oflice in regard to the hours of Work that prevails in the executive depart- ments, where the employes go in at 9 o'clock and go out at 4, and Lave half an hour's recess fer lunch? é Mr. Manderson—I do not think that is true ef the public printing office. I think the em- ployes work eight hours a day. Mr. Teller—I should like to inquire of the Senator where the work is six and a half hours @ day? Mr. Cockrell—It was so in the Interior De- tment, I understand, when the distinguished nator from Colorado was Secretary of the In- terior. ‘Mr. Teller—I should like to inquire if the Senator understands that the statute which was passed some years ago with reference to labor- ers applies to clerks in the departments? Mr. Cockrell—The departments by express authority of law have power to fix the hours, and therefore they have fixed these hours. If it were not for that, the eight-hour law would be just as compulsory upon them to work that number of hours as they can now work less. They have fixed less. Itused to be eight hours. It has been largely adead letter until very recently, I will admit, but I never heard before, I repeat, that it does apply | CO-. to the executive departments. I would say to the Senator, after some little observation im that line, that six hours and a half isas much time as should be given to the class ef clerical work here performed; that when @ clerk who is engaged in the labor that the great majority of them are bas put in six hours and a half be bas put in time enough. When he is required to put in more time than that he will not do good work. Of Course there are occasions when a clerk can for ® short time (and that has Leen done in ail the departments) serve an hour or two or two or three hours more m a day, but that cannot be continual. The experience of the departmenta bes demonstrated that six and a balf hours, or from 9 o'clock to 4, with half an hour's inter- mission for lunch, is all that can be profitably exacted from the clerks.
