The committee on ways and means will meet tomorrow. The free wool bill will probably then be laid beforo the whole committee and the republicans will be given a week to prepare ® minority report, aftor which the bill will be | reported to the House. Those members of tho | majority who are opposed to the separate vill plan have indicated their pur- pose to aid their colicagues as much as possible in carrying out the policy agreed upon by the majority, with the understanding | that they are to report bills attacking every prominent feature of the McKinley bill and press the work vigorousiy. 11 is exid to be Mr. | Gorman rather than Mr. Hill who is urging the do-nothing policy, but whoever is re- neible for it appears to have no prospect of success. The arzument that is being made | against any reduction of the tariff is that the revenues will not stand reduction. This is met with the claim that bills can bo introduced to meet all the requirements of the case and that ifacomplete revision of the schedules were necessary to prevent a shortage of revo- nues resulting from placing raw materials on the free list a general bill would be pro- pared. Anoverwhelming majority are de- termined that the do-nothing policy shall not | geta foothold. Itis expected that not leas | than six tariff bills will be reported from the committee. = THE APPROPRIATION BILLS, A Sharp Fight Over Them Promised in the House. A pretty sharp fight is promised in the | House over the various appropriation bills | as they are called up for consideration. The members of the appropriations commit- tee are bent on making as much of a saving as Possible. They are not alone in this wish, but are supported by the leading democrats in and | out of the House, and they will pot confine their efforts in behalf of the integrity of Uncie Sam's cash box to bills coming from their own committee. It has been asserted that Mr. Holman has given notice that there must be a 20 per cent cut all along the line. This, Mr. Holman says, not true. “It would be manifestly absurd.” © Says, “to attempt a horizontal reduction. There are many things which have to be pro- Vided for to the full amount asked. There are places where there can be no cuts made. “The government has got to be run and the money must be provi Inother cases there can be very considerable cutsmade. In some cases much more than 20 per cent can be cut off without injury to the government service. Se to talk of horizontal cut is foolish.” peceerwalanestati THE DEMOCRATIC PRIMARIES, The Central Committee Will Be Advised Not to Kedistrict the City at Present. The subcommittee of the central democratic committee held an important meeting last night, and will make a full report toa called meeting of the central democratic committee on next Tuesday night, The report of the subcommittee contains a plan for registra~ tion in the District of Columbia; also the de- tails for holding the primaries. No date has been fixed, but it is understood that the prima- ries will be called for March or early April. ‘The last democratic primaries were held four years ago on April 3. An important feature of the report of the subcommittee will relate to redistricting the District of Columbia. The sub- committee take the ground that it is question- able whether the central democratic committeo has the power to increase either the number of districts or the number Sf delegates from each of the twenty-twodistricte as now laid out. The disproportion of population in the districts as noW constituted is recognized, but the report will state that the subcommittee does not sce its way clear to redistrict at this time and on the general ground that it is inexpedient will report that primaries be held as they have sinco 1872, on the lines of the twenty-two districts as now coustituted. .
