How many officers of the army when their time for retirement comes have saved enough from their pay to erable them to support their families without continued pay (more or less) trom government? Lam informed that the clerks who would be relieved are in the higher grades of classified service, and their retirement would, of course, Rive promotion to those holding lower grades of clerkships. ‘This fact would seem to be an argument for Mr Alderson’s bill coming home toull clerks. The passage of the bill would tend to give greater permanency to tenure of office, being at least a tacit recognition of the right to continue in oifice, and is strictly in line with mederu ideas and practice in use in the great railroad and other corporations of the country.
