It will be blackmail here, punishable by impris- onument at hard labor, to make, threaten or at- tempt any ridiculing and injurious disclosure concerning another, though there is a complete absence of the ordinary blackmailing purpose to obtain money or some other benefit. At is Diackmail whether the ridicule is spoken, written or printed, whether the ridi- euling injurious disclosure is true or false, de- served or undeserved, for the public welfare orto the public detriment. The offense has nothing of the nature of ordinary blackmail. It is rather an extension of the law of libel and slander, intlicting upon ridiculing injurious disclosures imprisonment at hard labor in addition to a fine, and eliminating all defenses based upon privilege and upon the publication of truth for justifiable ends. The measure in the respect criticied is monstrous, absurd, of a piece with various obsolete or ebsolescent criminal statutes of the Engfand of several centuries ago which are still nominally im force in the District. Under the guise of punishing the infarcous offense of blackmail- ing and through unwillingness to strike out afew words from his measure Mr. Oates pro- poses to immortalize himself by engrafting upon the Disirict statutes 16th century legis! tion. A blow is strack sot merely at the liberty ofthe press, but at the liberty of the in- dividual If the people of the District, threatened with this enactment, wish to express just ridicule of the legislative intelligence which proposes and insists upon such measure, they must hasten to do so before the bill becomes a law, for after that event Mr. Oates will lock up every man of them at hard labor for speaking or printing the ridiculing truth concerning him. —____see— It is an alarming fact which a North Caro- Tina judge thinks he has discovered as the re- sult of his observations on the bench. In that Jaw-ebiding commonwealth a boy under seven Years of age cannot commita crime; from seven to fourteen years his act is criminal only if it be shown that he had suiticient intelligence to understand its meaning: so that frum fourteen to twenty-one years of age is the period of Jegal criminal responsibility in the case of youth. Averaging human life, as this judge does, at the high rate of sixty years, only ome- seventh of the crimes ought to fall to minors. His experience in two districts in one year—and he is at least an average observer in intelli- gerce and impartiality —is that one-half of ail | the crimes committed were to be charged to youth, while at least one-third would be so credited in an average of years. The districts im which these observations were made by & middie-aged judge of culture, practical sense and knowledge of the world are among the most refined communities in the older part of the south, containing many negroes, but also Very many schools and a la e popula- tio, with almost a superabundance of church accommodations. Among the reasons stated why youths commit e— reasons applying as well to other localities—are lack of proper home intluence, including comradeship, bad associations, lack of training in trades and of Feformatories. Young criminals age hardened by contact im the jails penitentiaries with older criminals. As a part of the social history of the times these statements and commeuts are gravely interesting, indicating as they seem to do s private and public evil of alarming pro- portions, ————+e___. The really great preachers of any age, like the really great secular orators, are few and nobly isolated. The great preacher is not always a grand orator in the usual acceptation of the word, but Lis voice is always poteat in arresting the car of mankind aud his heart so ral sun, it enkindles the the narrow limita of his own system.
