REPORT OF THE COMMITTEE ON CREDIT. ‘The report of the commitive on credit, made by J. A. Price of Scranton, Pa., stated that they had succeeded in collecting through the consular agencies, in connection with the State Department, information as to the customs | and tendencies of credit in foreiga countries. Another step of the committee's work was fa- wiliar as the “private indebtedness” clause of the eleventh census, which, though at first re- | ceived with much doubt aud apprehension, was coming to the front as one of most impor- tant and desirable features of our periodical enumeration, and was today regarded with in- creasing appreciation and satisfaction, if not with univerval approval; and this accomplish- ment, in connection with the consular agen- cies, was the compilation of the laws and imi- tations of mortgage and lien indebtedness of | foreign countries. The fourth and most recent | work of the committee existed in the move- | ment begun at New Orleans for the establish- | ment of a permanent census bureau, looking | to & consolidation and extension of all gov- | ernment statistical development. To the Editor of The Evening Star: It appears from the report of a meeting at Rockville, published in Tus Stan of January 25, that a committee was authorized to press for passage before Congress certain matters, some of which might be an improvement and a benefit to the farmers and real producers. The following portion, nowever, of the report, if agreed to by Congress, viz, “That the south half of B street from 7th to 12th strects and the north half of B street from 10th to i2th streets be declared a public market place, and that the hay-market square, known as the Washington wholeeale market, should Le made, as well as the streets,a public retail market,” would work the greatest possible injury to every real pro- ducer and farmer desiring to bring into the capital und market their own products. ‘The farmers whose teums have to travel from ten to twenty miles to market their bay, oats, straw, corn, wood and all coarse and bulky articles, as weil as their scattering horses, cut- tle, sheep, calves and live animals, for which they have bad for the past twenty ample facilities to sell at the Mightest possibie expense under the man- agement of the wholesale market grounds by the Washington Market Company under the sixteenth section of its charter, ought to un- derstand that by this scheme the streets and the wholesale grounds which have heretofore been specially kept under the Washington Mar- ket Company's charter for the use of the real country producers are thrown open that the jay hawkers, peddlers and Izaront from every part of the globe may infest the space thus thrown open without paying license or taxes, and camp upon it night and day, leaving the farmers and producers to take their chances in- stead of having the space reserved for them as has been done under the present system. If the farmers and real producers marketing their own products are wise enough to study their true interests they will not lend themselves to any movement tending to cripple or destroy the Washington markets, which are admitted to be the most complete and expensive of any in the country. There isample a ext to the wide sidewalk on the south side of the Cen- ter market und in the courtyard on the north side of the market to accommodate every actual producer marketing his own pro- ducts, “which is held by the market company exclusively for the real farmers, ‘The writer, a native Virginian, has for several years had’ charge of the wholesale market grounds, which have been managed under the direction of the Washington Market Company strictly in accordance with the market charter in the interest of the real farmers and pro- ducers, and who, from their daily conversation, will not be led into any trap to aid in an at- tempt to induce Congress to take away the ony space which has been dedicated for their exclu- sive use, and which would operate to build up & competing rattletrap of a market something like the old Marsh market, from which the city never received income enough to give it a re- spectable appearance and around which and in adjacent streets the gencral uppearance was a disgrace to the capital of a great nation. Any attempt to block and encumber the streets, es- ially around the Couter market, with mat. Eetcheds which, with the numorous cable and horse cars, would so block the streets that peo- ple would wot dare to use them tor the ordinary travel, should be summarily dismissed by the committees of Congress. The run commenced on Tuesday, when fifty-nine accounts were closed out and about $25,000 in deposits with- drawn. The number of depositors who wished to withdraw their money increased yesterday, the number of accounts closed being 140 and ‘the jount paid out about $40,000. Tt was decided at the conference of reformers at Chicago yesterday that the following address would be presented to the St. Louis convention February 2: We, miembers of the people's party, the Prohivition party and the national reform party perceiving the absolute necessity which exists that the people, rising up in sheir primai capacity aa citizens and voters, should wrout the government of tho state aud the nation from those who have so long misgoverned both, hereby put forth the following suggestions to the people of the United States upon which we, ourselves, are substantinily agreed. Wo are in favor of a consolidation of all political clements in behalf of these issues, that money slould the intervention of any private institutions, in suilicient quantity to carry on the busine of the country, Such money should be a full legal tender for all debts, both public and private. ‘That the saloon is the great enemy of reform in these matters. As the chief fountain of cor- | ruption in our politics we denounce its per- nicious influeuce upou our country and demand its suppression, all means of public transporta- tion and communication should be controlled by the government to obtain for all the people equal and equitable advantages in such se Vices; and if the effort to so control said means of transportation and communication shail prove impracticable then we favor government ownership of the same. ‘That we are opposed to speculation in land and alien ownership of the ‘sane, and we de- mand a reasonable limitation of the land that can be owned by any corporation or individual. ‘That we favor municipal suffrage for women with an educationai qualification. Serious Fire in Cincinnati, At 9:45 o'clock last night the central fire tower at Cincinnati struck off a ten-blow alarm, calling the maximum force of the de- partment to 139 and i41 West 4tb street, where @ fire was raging. It was in the six-story building occupied by the West & Tice Com- ny, importers aud dealers in queensware. ‘he fire department could not save the build- ing, but they confined the fire to it and pre- vented a conflagration. ‘The building will be a total loss, except possibly the walls. It be- longed to Mr. H. F. West and is valued at 40,000. ‘The building was freshly stocked with the largest and finest stock ever brought fo that city — Its value is estimated at $160,000. ‘The proprietors are in the habit of insuring quite fuliy and it is presumable that the insur- ance is ample. ++ —___ Missourl Democrats Prefer Cleveland. The democratic state committee met at St. Louis yesterday afternoon to elect a secretary and to select a time and place for holding the conventioa to nominate delegates to the na- tional convention, three judges of the supremo court and a general state ticket. After @ pro- longed discussion it was decided to hold three separate conventions. ‘he convention for nominating delegates to the national conven- tion wil! be keld on May 11, but the time and place for the other two had’ not been selected when the committee took a recess until 3 o'clock. Thomas L. Phillips of Perryville was elected secretary. A majority of the comuiit- teemen expressed themselves as favorble to Cleveland tor President. Lema Col. L. P. French of Boston Dead. Col L. P. French, aged fifty-two, » well- known lawyer of Boston, a member of the Loyal Legion and during the wara judge ad- vocate, was found dead in his room at the Hotel Brunswick yesterday morning. He had been very despondent of late owing to illness and the recent death of his wife, and the indi- cations point to suicide. The medical exami- ner declines to state the cause of death. Mr. French's estate is said to be worth $100,000. — Spring Garden Bank Frauds. It is said that the examination of the books of the Spring Garden National Bank of Phila- delphia by the government experts has brought to light additional evidence of fraud, and that warrants of arrest have been issued for several persons who were connected with the bank. ‘The Spring Garden Bank suspended about o year ago, and scon afterward evidence of fraud in connection with its management was dis- covered. ‘Ine president and cashier, G. Francis Kennedy and Henry Kennedy, were arrested and convicted on numerous charges and ave now serving long terms in the penitentiary. a ‘No Kain for Nearly a Year. Rain began falling throughout central and northern Arizoua at an early hour yesterday morning and continued steadily sll day. It was the first rain since February 15, 1891, and it is very timely and meaus the salvation of thousands of acres of grain in Salt and Gila valleys. Had the dry period continued thirty days longer 75 per cent of the cattle and sheep on the ranges would have perished. Already all of the stock that could be moved had veen taken to the irrigated districts of Salt valley and the heavy influx is telling on the pasturage. —— +e —__ School Furniture Trust. ‘The Grand Rapids Democrat says: The Grand Rapids Furniture Company, the largest manu- facturers of school furniture in the world, has sold out to an organization of capitalists known as the United States Furniture Company, with headquarters in Chicago. This company, which is believed to be in the nature of a trust, already controls seven-eighths of the school furniture plants of the United States, and the capture of the Grand Rapids concern will practically give it control of the business. ‘The company is now negotiating with the Haney School Furniture Company of this city, but has not closed with them.
