WASHINGTON: THE EVENING STAR bas a regular and permanent circulation in Washington three times Inrger than that of any other paper fp the cit As « local NEWS paper and Advertising Medium it has no competitor. ‘The question of the best form of railroad terminals for Washington is now under careful consideration in the Senate District committee. An article printed in Tar Stan of the 9th in- stant gave an elaborate description of the Berlin terminal and local rapid transit system with its “stadtbabn” or elevated road running on an arched wasonry viaduct through the heart of thecity. This Berlin type of terminals is gener- ally conceded to approach the nearest to the ideal system, and it is strongly commended for Jocal adoption. It seems to avoid all the ob- jectionable features of ordinary rapid transit and city terminals. It permits imposing sta- tions in the heart of the city without grade crossings, or disturbance of the street grades in abolishing them. The Berlin structure is not ugly, the passage of trains along it is almost noiseless, and the space be- neath the tracks is rented at high prices for stores, restaurants, and other purposes.” It cuts through the blocks and occupies and ob- structs no Berlin street. In this city such a viaduct would not run through the Blocks, but would occupy the center of sich wide thoroughfares as Delaware, Mary- land and Virginia avenues, furnishing easy pessage under it at all points. There are some Points in respect to which Washington could profit by the teachings of Berlin's experience with its road, and even improve somewhat on the Berlin system. This method of abolishing grade crossings is an im- provement in obvious and notable re- spects upon the plan of track depres- sion with bridges at street crossings. It is hoped that the District legislators and the rail- roads will give due consideration to its points of superiority in determining Low the city sta- tions shall be approached. The Engineering Record, in discnssing re- cently the best form of road for rapid transit and railroad terminals, says: “We Lelieve that the dsy is rapidly approaching when large cities will be traversed by viaducts con- structed on property exclusively dedicated to that purpose, and on which trains of cars will be propelled at high speed through the open air by nearly noiseless motors, two tracks being devoted to long-distance and two tracks to short-distance travel.” The New York rapid transit commission of 1887 reported: “We are led to the conclusion that there is but one way to obtain such rapid transit, and that is by the construction of a solid viaduct line through the blocks as far as possible, and when compelled to cross or follow the lines of streets to be constructed with much greater strength and solidity than the Present elevated railroads. Such a viaduct road should be built in accordance with the following conditions: First, the structure should be built through the blocks of brick and stone in the most solid manner. The streets should be crossed by massive steel girders with solid steel floors, having no openings. The track should consist of heavy steel rails on ties laid ia an elastic material between floor and tie. There would be no jar or break of con- tinuity of motion in such a structure, and trains could be run at high speed with little noise.” te Chile has recovered her mental equipoise so far as to cite former friendly relations in the old days when the sympathy of the older re- public was extended to a people struggling for liberty and autonomy, and to hope for a con- tinuance of peace and friendship. The subse- quent steps in the settlement of the questions at issue are important, but important in a secondary sense. It must be presumed that the same spirit of fairness and concession which moved Chile to apologize and offer to Jeave the residue of the affair to a branch of our own government will move her to com- plete the reparation in a becoming spirit, The “incident” has not been without instruction to the United States as well as Chile. While she has learned to con- cede the rights of others, we have discovered that the only way to obtain them, as human na- ture is constituted, is to exact them with vigor of diplomacy and vigor of military preparation. In the happy conclusion of this matter patriot- ism and sagecity are to be freely conceded to the Chilean ruling class as well as to our own people and high credit claimed for the leaders in our civil administration, in Congress and in the military departments of the government, including those officers of army and navy charged with duties of preparation. The war fever subsides and the nation is glad that it is to have both peace and honor. 2 o——__ While the United States House of Repre- sentatives was considering on a side issue | raised by Mr. Breckinridge of Kentucky the matter in dispute between Chile and th public the Chilean Chamber of Deputies was arriving at practical unanimity with regard to the pacific propositions cummented upon by Tax Stam heretofore. It is a hopeful sign that members of that body have not for- gotten the significance of the Monroe doctrine ‘or the importance of this country as concerns iteenforcement The respectful, even flatter- ing terms in which the deputies who favored the propositions referred to the United State: may easily be overestimated as coming from a semi-Spanith source. The Chilean phraseology is equal toll occasions of ceremony or na- tional advantage. But if these remarks are sincere and the provositions themselves as ten- dered by the minister of foreign affairs are sin- cere, then much been gained by the firm attitude of this government, including the President's last message with all its insistence en American rights and American honor.
