Wonsrsc Away Frow Warren, —~T— After a long and painful waiting, due to the hope that Chile would meet her international obligations in a manner to preserve peaceful relations, the President gives to Congress and the republic the whole story of the Chilean controversy. He is of the opinion that the de- mands made of Chile by this government in the ultimatum recently submitted should be “‘ad- hered to and enforceL"” He holds that “if the dignity as well as the prestige and influence of the United States are not to be wholly sacrificed we must protect those who, in for- eign ports, display the flag or wear the colors of this government agaiust insult, brutality and death inflicted in resentment of the acts of their government, and not for any fault of their own.” and that it must be under- stood “that this government, while exercising ‘the utmost forbearance toward weaker powers, will extend its strong and adequate protection to its citizens, to its officers and to it- humblest sailor when made the victims of wanton- ness and cruelty in resentment, not of their personal misconduct, but of the Oficial acts of their government.” The duty now devolves upon the Congress of the United States of indicating how far as the rep- resentative of ihe people it sustains the execu- tive’s position. it is to decide whether it will believe the American or Chilean evidence; whether, accepting the American testi mony as the more reasonable and the Detter corroborated by surrounding circum- stances, it will advise submission by the repud- lic to insult and injury on the ground that the aggressor is small, or because the securing of Feparstion is troublesome and expensive, or because the political fortunes of some party or of some statesman will be possibly promoted by = beld stand. The Ration is peace-loving. It will make and bas made many sacrifices for the sake of peace. But the American people have been growing more and more restive under a condition of affairs which leaves our citizens exposed to in- Jury and insult and death in those quarters of the world where the governments are semi- barbarous and the people despise us for our forbearance, and gather encour- agement for future inj: from im- punity for past outrages. There fs no eccasion for the President or anybody to incite the American people to bold measures. ‘The spprebension has been that the mere disclosure to them of the facts in the case would arouse such popular indignation as to drive the nation over-hastily and perhaps unnecessarily into a sleclazation of war. Tux Sraz believes that Congress will give to the serious issue pro- sented to it thoughtful and patriotic consider- ation. Itisa case where unity and firmness of action are indispensable if a real and honorable peace is to be secured. —__—__+eo—. The Chilean correspondence submitted today shows a constant and determined effort on the part of the United States to obtain an assurance from the Chilean government that reparation ‘will be made for the wrongs committed on the eccasion of the murderous assault on the sailors of the U. S. 8. Baltimore, aud fails to show any response from Chile that can be considered at ail satisfactory. The Chilean inquiry into the outrage was conducted in secret, and ina man- ner that called forth the earnest protest of the American minister and the American naval commander. It is not at aji surprising that the reports made br the Chilean official charged with making an inquiry of this sort should be of a character to controvert the claims and state- ments made in belalf of the American sailors ‘The President had before him, on the one hand, this Chilean report, discredited by the very manner in which the inquiry was admittedly made, and on the other, the statements of Min- ister Egan and Capt. Schley, the report of the iuquiry made by the board of officers of the Westigated the matter, and the of the officers and sailors of the Baltimore taken recently by Judge Advo- cate General Remey. It could hardly be ex- pected of any government, however much clined to avoid unpleasant collisions, that it would discredit its ownagents, its ministers and its naval officers, men of unquestioned honor, erted by the swern statements of its seamen, by accepting instead of their Feport a statement made by a foreign off of the result of a secret investigation, which by ite very nature was unfsir, and appears in this ‘ease to bave been conducted ina hostile spirit. ‘The only tangible results of the correspond- ence and the various proceedings on the part of the Chilean government which secm to hav. been unnecessarily, if not purposely prolonged, appear to have been a note by Matta, late Chilean minister of foreign affairs, insulting to the President of the United States and his cab- inet officers, the offensivencss of the note being aggravated by the unprecedented course taken by the Chilean cabinet ofticer in sending it to| the Chilean ministers abroad and causing its general publication; and a note from Matta’s successor im which tho Valparaiso massacre is only “sincerely lamented.” Though addressed to the Chilean minister at Washington, Matta’s insolent note became a circular note, a sort of open letter of defiance to Uncle Sam. The outrageous annoyances to which the American minister has been subjected while performing his daty in giving shelter to refugees Lave been endured with a patience that could not fail to satisfy the most ardent lover of peace. There bas been little in the tone or the words of the Chilean official state- ments and nothing in the couduet of the Chilean government to indicate a desire to ap- pease the just anger of « nation that believes itself to have been grossly wronged and in- salted, unless tho statement by the Chilean ‘The spring tide has surely set in. Much stress is lad on Chile's side upon what is claimed as a refusal or delay on the part of Minister Egan to fur- nish testimony called for by the Chilean judge, but the correspondence shows this to be an equivocation if not a direct misstatement of facts.
