Under the reciprocity arrango- ment with the West Indies boots and shoes after the Ist of February will be admitted at a reduc- tion of duty 50 per cent less than is charged upon similar goods from other countries. Schley as to the pillage and violence that prevailed at Valparaiso. The correspondence discloses, however, that the request of Mr. Egan for a safe conduct from the country, in bo- half of these refugues, was denied. The prece- dents cited by him 1 ‘the correspondence, par- ticularly the case of the revolation in Pera im 1865, did not leave the Chilean Govern- ment in a position to deny the right of asylum to political retugees and seemed very clearly to support Mr. Hgat's contcntion that m safe condact to neutral territory was a necessary and acknowledged incident of the asylum. These refugees have very recently, without formal safe conduct, but by the acquiescence of the Chilean authorities, been placed on board the Yorktown and are now being conveyed te Caliao, Pera. Thie incident might be consid- cred wholly closed, but for the disrespect mani- fested toward this Government by the close aud offensive police surveillance of the legation Promises which was maintained during most of the period of the stay of the refugees therein. Commander Evans, who, by my direction, recently visited Mr. Egan at Santiago, in bie telegram to the Navy Department, described the legation as “a veritable prison,” aud states that the police agents or detectives were, after his arrival, withdrawn during bis stay. It pears further, from the note of Mr. Egan of November 20, 1591, that on oue occasion at least these police agen whom be declares to be known to him, inv: the legation premises, pounding upon its wine dows and using insulting and threatening lan= guage toward persons therein.
