MONDAY, JANUARY 25. 1892-TEN PAGES Adjustment of Ecuador's Debt. ‘The buroaa of the American republics is in- forme of the final adjustment of the debt of Ecuador, which has been pending for several years. A decree of President Flores, on the 24 of December, gives effect to the arrangement entered into with the foreign bondholders, and is as follows: “Art. 1. From the Ist of June, 1892, the eus- tom houses of the republic will collect the 10 per cent charged on the import duties. ‘Art. 2. The collectorship of the Guayaquil custom house will every fortnight hand over to Senor Don George Ciambers, representative of the council of foreign boudbolders. the product of this charge, and the custom houses of other ports will remit to the same fortnightly by the first post the amount collected by them for uccount of the said 10 per cent. ‘Art. 3. Every six months an account of the amounts handed to the representative of the council of foreign bondhoiders will be taken, with the object of making up any deficiency that may exist up to the full sum of £16,575, corresponding to each half year during the first five years. Art. 4. ‘The minister of finance and the sup- erintendent of customs shall be charged with the duty of carrying out this decree, and the minister of foreign aifairs will communicate the contents thereof to the foreign diplomatic and consular bodies in the republic, as well as its agents abroad. I have met several “water witches,” aa they are termed, and proved satisfactorily to themselves the utter fallacy of their theory. On one occasion I started one ef them in a circle around a spring, beginning at the west and proceeding to south, east, north aud around to the west agnin, and the magic rod dipped when be recehed a porat neariy north of the spring. Three times did be do this and it aiways dipped at near about the same spot, and he said there was the sub- terranean stream which led to the spring. I then started him ona reverse route around the circie, beginning at the same point, but going north first, thence around by the east and south, to west again, when, lo and beboid. the divining rod dipped when about south the spring. After repeating this several tines changed the starting potut and found that the rod always dirped when about three-fourths of the way around the circle. I then took the rod in my own hands and it would dip had gone bout two and a fourth times ar: the circle, which led me to believe the dipp of the rod iscaused by some retlex action of the muscles or motor nerves rather than the presence of water underneath it, And the reason why the “water witch” is be- lieved in by so many people of the eastern states is because they almost always find water where the rod dips without stopping to think that water in those states can be found any- where whether the rod dips or not, aud if they would only test it by digging where the rod does not dip they would discover that the earth is honeycombed with those subierranean streams. Tam living in a town where more thana hun- red weils have been dug just where the own- ers wanted them without cOMsulting witches or conjurers, ard every one of them is yielding a plentiful supply of water. while in the western town of which your correspondent speaks uil the wells were dry, although they were dug to the depth of a buudred feet. A great many of us believe those old superstitions because our parents did, without investigating for our- selves. I know a young wan who believes that the cows get down on their knees and pray on eld Christmas night at 12 o'clock, and his Teason for believing it is because lis mother told bim so. To the Eiiitor of The Evening Star: During the excitement over the Chile affair ‘our papers have contained the views of mauy different people as to the right or wrong of the ease. Nota few have made use of the term “drunken sailor” in a manner which is notonly unjust to those that were killed or wounded, bat cbnoxious to the suilor in general. One gentleman even dweils upon the feasibility of this country going to war with a sister republic because of the killing of a few “drunken sailors” Let us suppose that they were drunk, which was not the case—for has it not Proven beyond a doubt that they were sober when attacked, not ouly by their com- trades. but by other people who witnesed the asault?—does this honorable gentleman be- lieve that because those sailors were drunk they were murdered by the Chileans? If so, why do those people not murder a few English, French or any otuer nation’s sailors that may be ashore in one of their cities and whom 1 know become just as thoroughly intoxicated as “ American? t was not a drunken row, but an sseault on those sailors because they were Americans, and therefore an insult to our flag. That term “drunken sailor” is coated with rust several inches deep and should be substi- tuted by one more appropriate to these modern times. “The suilor of today is not a drunkard nor does he go ashore and bree! disturbance. To be sure there are some who will become in- toxicated, but the percentage in our navy is mot more than with those in civil life, who may find many a place of recreation or enjorment outside of the gin mull, wile there areGery few open to thesailor. SS ‘The Overhead Check. ‘To the Editor of The Evening Star: A correspondent signing himself “M." had a communication in Thursday evening’s Stax on this subject which will be approved by all thoughtful and humane people. The Humane Society in endeavoring to protect suffering ani- mals finds the overhead check problem partic- tlerlz dificult to solve. It is considered im- practicable to tryto make and enforce a law eguinst this practice. Numbers of excellent people who believe themselves kind would be antag oppose such a law. Our only hope couvince this ciass of people that the overhead cbeck is really eruel and injurious. This would be an easy matter if they could be persuaded into the matter.
