This is the scare concerning a general water famine as distinguished from temporary scarcity on high levels due to ob- Vious and avoidable causes. In respect to her general water supply Washington is equipped ‘with a completeness that leaves nothing to fear. The magnificentconduit system by which water is brought from Great Falls will remain a mon- uument that will cause General Meigs to live for indetinite time in the memory and esteem of the people of the District. Washington needsonly ex- tensions of her water works system constructed upon the foundations laid by Gen. Meign. Limitless as to quantity and free from danger of contamination by manufactories because of its swiftness, the Potomac at Great Falls can always be relied upon. If more water is needed, a raising of the dam will bring it, and to secure an unfailing supply for the highest levels of settlement requires only the adoption and application of one of several deviees for con- veying the Potomec water to these levels. The complaint is heard that the water is muddy and the suggestion made that a new means of supply should be considered. Springs in the adjacent country have been suggested as possible sources of a better water supply, but these springs and small water courses would supply tincupfuls where barrels sre needed. He at once recognized the tremendous importance of an adequate water system and recommended the most elaborate and expensive method that sug- gested itself, because it would meet the in- creased demand caused by the growth of popu- lation. In February. 1562, he predicted that im forty years the population would number 250,000. These figures prove to be marvelously near the exacty enumeration and it i# clear that no other means could have done the work required of it. New suggestions ean do little more than go over the fields of research that General Meigs exhausted. He 4 that Rock Creek would have furnished less than twenty-seven millions of gallons per day, with a diminution in summer, and Little Falls less than twenty millions. The consump- tion of water now amounts to forty millions of gallons per day, nearly twice theamount that was estimated as the need for the number of inhabitants so accurately foretold. As to purity Gen. Meigs made a suggestion which | has peculiar significance for those who com-| pisin of turbidity. He advocated that reser- Yoirs be supplied where the, water could deposit “earthy and other insoluble matters mechani- cally mixed with it, which injures its appe auce far more than the more deleterious ingre- dients, which, being dissolved, do not diminish iw clearness.” Turbid water does not imply impure water, but it is repulsive both as a bev- erage and as an alleged cleansing liquid. The discoloration eould be removed by aliowing the water to settle, as Meigs advised. The receiv- ing reservoir, now unused, should be promptly utilized in the manner originally intend Washington wants Potomac water, not Potomac tnud, but the city has no reason to seck any piace of original supply other than that which she now enjoys. ~ ee Acclass of bills distinct from financial bills Dat intended for the relief of the agricultaral pablic must receive a share of attention in Congress that will hardly be vouchsafed to schemes for increasing the currency. The cereal shortage in Europe Being so considerable it was expected that a great demand would be made on the American surplus and that prices of grain would go up almost immediately. Such was not the case. At one time, before the establishment of a foreign brokerage business in our principal houses dealing in grain, the home buyer was often as much interested as the producer in bulling prices. Now the heaviest buyers, it is said, are brokers for foreign dealers and, having a large amofint of European capital at command,are able and their commissions form- ing the inducement are led to espouse the bear side of the matter and keep down prices for a short time. Of course this could not be con- tinued long.
