The Rational capital looks to the Senate and House committees and to the thoughtful members of Congress for its protection in this matter. Ex- isting law may be good as far as it goes, but there would seom to be great danger in resting content with anything less than the very best legisiation obtainable. It cannot be denied that defects in tho statutes have been pointed out and suggestions for amend- ment made a number of times. The bill introduced yesterday by Senator McMillan is voluminous, covering an addition to the laws of twenty-three sections. Some of its provisions are so obviously good that they require no defense. and the only wonder is that they have not before been incorporated into District legislation. Others may not so readily be accepted. but the whole measure is deserving of the consideration that the safety of the public always demands at the hands of ‘the legislature. Another topic of vital interest to the District is that of inspection of plumbing. Chairman Hemphill’s bill providing for the appointment of an inspector of plambizg and four assistant inspectors and for control of house and public sewers by the Commissioners is one, like the last mentioned, that should be well considered by the District coramittees and Congress and if it should need modification it should be modified in such manuer as to perfect the measure. The plumbing and sewage of a great city are matters of highest moment and need always to be Isbeled “urgeat.” ——__—+ + =___ ‘The economists and the entis have @ joint debate of four hours in the House of Representa- tives today, the proposition of Chairman Hol. man of the appropriations committee to re- strict expenditures to absolutely necessary ap- propriations foz the sapport of government being the text for the discussion. Necessary appropriations for the departments of govern- ment ought to mean sppropriations that are deemed indispensable in a wise administration of those departments, not the very lowest cent at which they can be served in any particular year. Otherwise we should see, as often has been seen in the history of the government, a pinch by one Congress leading to a necessary buige by the succeeding Congress. Saving atthe spigot is sometimes waste at the bung. Another ‘wise old saw is “A stitch in time saves nine. ‘The parpose should not be to lop off not ouly ‘uenecessary expenditures, but some that a wise economy has heretofore considered neces- sary. The public have a right to expect that their servants should be careful in handling the general funds not to waste them, not to permit them to be misappropriated or stolen. But it is one thing to be economical with public ‘moneys and another to be niggardly with them to the detriment of the service. If the Holman resolutions mean simply to confine the expendi- tures to a pradent dispensation, rigid honesty, close accounting, they will be unexceptionable.
