Mr. McMillan offered a resolution (which was agreed to) instructing the committee on the District of Columbia to inquire into and report whether any of the public halls, theaters or other public buildings in the District of Colum- bin are specially dangerous in case of fire or panic, and also directing the District Commis- sioners to report on the subject. Mr. Hoar sffered a resolution (which was agreed to) making the committee on relations with Canada one of the standing committees of the Senate. CHANGES ON COMMITTEES. Elliott's report on Alaska, with maps and illustrations. The resolution offered last Monday by Mr. Mitchell instructing the judiciary committee to inquire and report what legislation is torelieve the Court of Claims in the trans- action of its business and to expedite such bus- iness was taken up and Mr. Mitchell addressed the Senate, giving facts to chow the necessity of such legislation, and stated that the nt crowded condition of cases in the Court of Claims was a travesty of justice. Mr. Chandler indorsed much of what Mr. ‘Mitchell said, but differed in some of bis reme- dial suggestions. TO RELIEVE THE COURT OF CLAIMS. Mr. Hoar introduced s bill which would go far, he thought, to relieve the Court of Claims. It proposes the appointment of two addi- tional judges and the division of the court into two parts, each to have three judges, of whom two are to be a quorom, and provides that seven judges shall constitute the full bench, of which four are to be a quorem. Mr. Dolph submitted « letter which he had received last session from Chief Justice Rich- ardson stating that there was no difiiculty likely to be found indisposing of the business of the court as fast as the parties were ready for trial. Mr. Dolph agreed, however, with Mr. Mitcbeil that, as to Indian depredation claims, of which there was a very large number, they would be better tried (at least thoso under $10,000) in the United States circuit and district courts.
