Chile's Stand Taken Before the Pan,Amer- ican Commission, WER UNWILLINGNESS To ACCEPT rt AS TXCOX- DITIONAL AND OBLIGATORY IN THE SETILE- MENT OF DISPOTES BETWEEN MERSELF AND OTHER COUNTRIVS—PRESIDENT ARRISON’S VIEWS ON THE SUBJECT. Frequent reference has been made during the progress of this controversy with Chile to the subject of arbitration, and it bas been al- Jeged that this country should, in honor to its Own attitude upon that subject, as expressed by its action before the Pan-American confer- ence, insist upon the submission of the ques- tions in issue to arbitration. The history of the conference, however, furnishes ground for asserting that of sil countries to the south of thisChile is least entitled to such consideration. It ies matter of record that the delegates from Chile in that body, acting under instructions from their government, refused to take part im the discussions over the scheme of general erbitration proposed, and made « statement of their beliefs and views through Senor Veras, exe of the two delegates from Chile, on the sixty-fifth day of the seasion of the conference, April 14, 1590, who said: WILL NOT ACCEPT ARBITRATION AS OBLIGATORY. “We, the delegates from Chile, do therefore declare that while wo fully recognize the vatue of the principle of arbitration we do not accept {tas unconditional and obligatory. The gov- ernment of the republic will in the future, as it Bas done in the past, resort to arbitration for the settlement of international conflicts or di culties in which it may be involved whenever in ste Judgment the controversy or question admit of such settlement. je, the delegates of Chile, are unwilling to entertain the illusion that any conflict which may directly affect the dignity or the honor of # nation shall ever be submitted to the decision of a third party. Judges shall not be looked for, either in that case or in any other of anal- ‘ogous nature, to decide whether a nation has the right to maintain her dignity or preserve her honor. For the defense of both, all the elements of strength and resistance which may be counted upon will be called forth; and there és no temerity in asserting that a country ready to submit this class of questions to the decision Of an arbitrator would lack its raison d'etre. “Moved by these considerations the delega- tion from Chile thinks itself in the right when that the principle of absolute arbitra tion, applicable to all cases which may occur, may, notwithstanding its good purposes, be- come of doubtful application in serious inter- Bational crises. “We must insist in thisa‘irmation. A nation whose dignity has been wounded, or whose honor bas been attacked, will never seek im ar- Ditration the remedy for the offense.” THE POSSIBLE HAS HAPPENED. “The main ground of Chile's objection to the scheme,” said an official, “was based on the possibility of the happening of just such an in- ternational dispute as the present one, in which the honor of the United States is at stake. Ac- cording to Chile's own platform, therefore, there can be no arbitration in this case.” WHAT WILL PAZSERVE PEACE. THE POINT OF NATIONAL HONOR. In another portion Senor Veras said: It is fn keeping with human nature, collectively or individually, not to be free from controversies or disputes, either because a party wishes to assert a right which the other party refuses to recognize or because a claim is made which is deemed to be excessive or which is rejected, although it maybe founded on facts which constitute a wrong or are deemed to be such, or for other reasons. And it is not unfrequent to see discussions on these subjects become em- Dittered and aggravated by susceptibilities of amour propre, many a time complicated with questions of national honor, the result being that differences admitting of an easy arrange- ment suddenly assume the character of insu 3¢=- able difticulties, which canno: be settled by pyacefal means, and consequently bring about jody conflicts. At other times these conflicts are due to un- fettete cegcemions, which are to be resisted ry force. NOT INCLINED TO PROMOTE QUARRELS. And again: It may not be out of place to re- mark here, to this respect, that Chile, which owes to fatiguing and unceasing labor the cultivation of its soil and the formation of an essentially industrious, energetic and vigorous cannot bat consider all external con- as an injurious disturbance of its babits. No effort, indeed. is necessary to convince one that a people which owes its living and its wel- fare to the daily labor docs not feel inciined to te quarrels, the results of which, always table, are logically to be felt more keenly upon itself ‘As a consequence of the spirit of its civiliza- tion, Chile entertains the most earnest desire tofind always in peaceful methods the ade- quate settlement of the contlicts which might lead to the disascrous results of war. PRESIDENT HARRISON ON ARBITRATION. Now, when the two countries are engaged in & most serious diplomatic dispute, these re- marks are considered peculiarly significant. History, however, furnishes other than Chilean material as to this matter of arbitra- tion. President Harrison, in his address de- livered October 17, 1891, before the ecumeni- eal Methodist conference, which met in this = during last October, said: it is known to yon all that in the recent con- ference of the American states at Washington the proposition. was distinctly made and adopted by the representatives of all or nearly all of the governments of America, as applied to this hemisphere, that all international dis- putes shouid be seitied by arbitration. Of course there are limitations as yet, in the nature of things, to the complete and general adoption of such a acheme- It is quite possible ly arbitration to a dispute as to a bound- pe j it is quite impossible, it seems to me, to apply it towecase of international feud. If there is present a disposition to subjugate, an aggressive spirit to seize territory, a spirit of national aggrandizement that does not stop to consider the rights of other men and other peo- pee such a case and to such a spirit interna- arbitration bas none or, if any, a remote and dificult application, ADIERICA'S DESIRE FOR PEACE. Itis for a Christian sentiment, manifesting itself in @ nation, to remove forever such causes of dispute and then what remains will be the easy subject of adjustment by fair international arbitration. Butihad not intended to enter into a discussion of this great theme, for the setting forth of which you have appointed those who have given it special attention.
