Slocum’s article in the January Forum will have no important bearing asa party or ec- enomic ery. The time to call a halt on pension legislation came some time ago #0 far as incon- siderate measures giving large fees to agents or pensions to those not entitled to them are con- cerned. The time to call a halt on persion legislation intended and so framed as to secure the benefits of national aid and reward to the deserving will never come, because the Ameri- can people are a grateful and patriotic people with a lively sense of right and justice. De- tween the demagogue and the tax payers stand the great body of the old soldiers of the repub- lic, men who would not sacrifice their self-re- spect for a bounty, and this bulwark must not Be lost sight of by those who have apprehen- sions of the ability of the people to meet the levies of those known as “pension raidera.” ‘That the nation is grateful and has amply dis- played its gratitude to the veterans of the civil war General Slocum shows by a comparison both with foreign nations and with the action ‘of the government in pensioning the soldiers of other wars. The Commissioner of Pensions am his last annual report says that the burean will be able to carefully adjudicate and allow 950,000 claims for pensions during the present fiscal year. Thatmeansmore than two aminute uring the working hoursof the year. ‘The mil- tary and naval pension appropriations, allow- ances, rewards. &c., of Great Britain for the year ending March 31,1591,amounted toabout twenty- five million dollars; in France during the pres- ent year, a little less than thirty million dollars: in Germany, about thirteen and a quarter mill- ions; in Austria, nearly twelve and a quarter millions; in Russia (1878—the most accessible figures), abouteighteen millions. The pension roll cf the United States is greater than the combined list of all these great military powers. Our Revolutionary pensions granted amounted to 22 $-10 of the entire number of enlistments; im the war of 1812, of 111-10 percent; in the ‘Mexican war, up to 1537, 11,000 out of 73,000 of enlisted men received pensions. Under the act of that year the number was increased to 23,000. ‘The war for the Union has already in twenty- six years produced more than 630,000 pension- erson the rolls, or more than 23 per cent of the enlistments, and this percentage is increas ing atthe rate of 1.000 per day. There are now pending more than 500,000 claims. Gen- eral Siocum fears a reaction in public sentiment by which honest and deserving pensioners will suffer with the undeserving ifthe agitation for farther legislation inereasi and amount of pensicns shall ec . Itis hardly likely that this will be the re sentiment, but the reason assigned by this gal- lant soldier is entitled to serious consideration. It is true, as be states, President Jackson declared in 1834 in the existence of extensive fraads under the pension laws, recommended that all payments under there laws should be suspended until reports from investigation in every state could be re- ceired. But this suggestion was not put into effect, and if it had been would have wrought untold hardships. Itis not probable that any such step will be demanded at this time. Dut the considerations urged by so many veterans and friends of veterans to make pension legisla- tion edfective for the object in viewand only that object should have due weight with Cong: oo — The democratic contention that the reci- procity feature of the McKinley act is uncon- stitutional by reason of the so-called devolution on the President of legislative functions is now before Congress in the form ofa resolution providing for an inquiry into the subject by the ways and means committee. At the time the feature was incorporated into the measure this “point” was made by some of the demo- erats who also appeared to think that reci- procity was too good a thing for their political enemies. The making of the point indicated some disposition to get even with the republi- cans. The trouble about it is that the means are not equal to the accomp!i<!iment of the end sought. If, as Mr. Breck seems toad- mit, reciprocity is a coun le and poliey why should he seek to underm.ze it ona tech- nicality? Itis not likely that the courts will hold that contingent administrative details are legislation. Itis probable therefore that the constitutionality of the provision will be main- tained if a judicial decision is ever made. —$<_ore—___ The inaugural address of Gov. Frank Brown of Maryland, delivered today at Annapolis, is short and confined to general remarks and a few reflections on the subjects of taxation, the world’s fair, the ballot law and primary elec- tions. On the topic of the tax laws, which he declares need revision, the governor makes no special recommendation. Calling attention to the large sums already appropriated by other commonwealths to the world’s fair, be asks if Maryland can afford to be absent when interest 4 patriotiem unite in demanding its presence. On the subject of the new election system he appears to think it is very nearly perfect as it stands and requires only extension to the nixe counties now exempt from. the operations of the law.
