The proposition presented to the House by Mr. Dockery, by request, to have a congres- sional inquiry made into the Rock Creek Park proceedings emanates presumably from some owner not satisfied with the awards made by the appraisers and isa part of the obstructive tactics adopted to prevent the consummation ofascheme which received the approbation of a Congress that gave most careful considera- tion to it, and the most earnest indorsement of ail who havo the welfare of the Capital at heart. The Rock Creek Park act, while providing for the preservation to the people in the form of a park of the valley whose picturesque and rug- ged beauty forms one of the most attractive features of the environs of the Capital, at the tame time sought the accomplishment of an object of equal if not of greater importance, and that was the protection of the city from the dangers that threatened in case the region ir question became thickly set~ tled and Kock creek, now so noted for its beanty, became an open, disease-epreading sower. And this result was clearly inevitable na few years unless the borders of the stream wero reserved from settlement, or the creck arched over and converted @ covered sewer, which would be more expensive than the creation of the park. With such objects in view it is not strange that the park project was generally approved. The only opposition that has been publicly made has been that of own- ers of land, who have not been satisfied with the prices awarded. It is one of the odd feat- ares of the case that in court objection is made because the prices fixed are too small, and in Congres cause, as is imy Congress undeubt aw inquiry at any time, but it hardly seems courteous to the other branches of ¢! ernment to begin such an inquiry be matter Las been considered at ail by the judi- siary and the President, upon whom the act places the responsibility of approving or dis- approving the awards made by 1 ‘The unsecmly haste to pr: tion is another evidence that the proposition is made in the interest of selfish obstruction. = > —_—__ The story of the two American seamen Patrick Shields and Andrew McKinstry, cor- roborates the narrative of the Baltimore concerning the general anti-American con: tion of the Chilean mind and adds new facts peculiar to their own particular case. These men were beaten, imprivoned and otherwise horribly mistreated, without any provoca- tion on their part, by the Chilean authorities. It appears that seamen in United States war vessels and merchantmen cannot go ashore in Valparaiso, or at least could not a few months ago, without denying their country and cluiming to be Englishmen. ‘he story will cause the blood of every American worthy * the name to boil in his veins. The apology for such repeated acts of outrage and insult must be ample and profound. This government cannot afford to compromise its honor and Chile must be made to guarantee protection to such of our citizens as may sojourn in that country even if the whole army and navy and treasury of the United States are required to co-operate in making that protection complete. And the final demand for satisfaction will not long be delayed. When Tax Sran stated somg time ago that high officials of the government, who knew the American testimony concerning the Chilean outrages, viewed war with Chile as inevitable, unless prevented by an apology and reparation from Chile, which were not expected, and when it furthe: stated that extensive war preparations were under way to meet this threatened emergency, many of its contempo- raries discredited its statements, and one of the Peace-at-any-price mewspapers published in York held up its hands in holy horror and | pronounced Tux Sram “bloodthirsty.” As the character of the American case against Chile gradually comes to be understood by the public through the publication of the full statements of the American sailors, and when, in connection with this evidence, the in- solent and insulting communications from Chile to our government come to be read, it will at ‘once be perceived that no mistake was made by the American officials who considered war in- evitable if the truth was learned by the Ame ean people, unaccompanied by an apology and other conciliatory action on the part of Chile. ———+-—___ Natarally the inaugural address of such a man as Gov. McKinley in such astate as Ohio excites widespread interest. ‘Two of the points im the address can be touched here—his un- equivocal indorsement of ballot reform and his no less clear-cut opposition to the gerry- mander. As to the former he desires that there shall be such modifications as shall improve the working of the law, one of which the gov- ernor thinks would be the marking of every name on the ballot. About this proposition ballot reformers are not agreed. The provision seems to call for a higher exercise of thought- fulness on the part of the voter. It is not sur- prising that so clever a mind as Gov. McKin- ley's should find in the guarded ballot the very bulwark of freedom. On the gerrymander his convictions are equally clear sud stated, if possible, with more positiveness. He advised the legislature to redistrict the congressional districts of the state so fairly that no future legisiature will dare to disturb the districts un- tila new census and another apportionment will make it imperative. If the advice should be followed to the lettor the influence of the ex- ample would be incalculable. The bill to give the democrats only four districts outof tweaty- uc is notim the line of Gov. McKinley's ree- ommeniation. e+e _- The ratitication by the Senate of Yhe United States of the Brussels treaty to put an end to the African slave trade and to establish com- mercial relations with the new Congo state is an act, loug delayed, which reflects credit on | the government. Mr. Chandler's amendment, containing a proviso against complicating this Fepublic with African posressions, and protec- torates cf other powers, was well incorporated With the revolutions asadopted.
