As a local NEWS paper and ertising Medium it has ne competitor. ——————————— ‘The communication concerning the Lomax ense, published elsewhere in this issue, ¢1 tirely misconstrues and misstates Tae Stan's advice to the colored people in this matter. Far from blaming them for working to secure a thorough investigation of the acts of the officers in the Lomax case Tue Sram advised them ‘to push for the punishment of specific instances of abuse of authority before the proper tribunals,” as well as to join the move- ment for the change of the law concerning police appointments. Tu Sran condemned tho inflammatory declamations of some of their representative speakers, inciting them to strike back if struck by an officer, to purchase muskets for use against the police, and to kill an officer if clubbed by him, even if the murder had to be delayed until recovery from the clubbing. This atrocious incitement to lawlessness and homi- cide deserves to be indignantly denounced by every law-abiding citizen, white or black, not only as crime-breeding in its tendency, but as defeating the very purpose of improving and re- forming the police, which the epeakers professed to have in view. The colored people complain of brutality on the part of the police. The po- lice reply that the negro, when arrested, is quick to resist, and to break away, if possible, after arrest; that others of his race come fre- quently to his rescue from the clutches of the jaw; that im arresting a negro in a negro quarter blows, razor-cuts and pistol-shots are to be anticipated; that a certain roughness in subduing resistance in such cases is essential if the law is to be effective, and that often a clubbing or shooting, which seems un- necessary and brutal, is really in self-defense agains: a threatened danger to life or limb. If there is any other course which is better calculated to strengthen the contention of the police that they feel in danger in making these arrests, and to prevent the discovery and punishment of real brutality, it is hard to conceive of it. But, in spite of these speeches, if tho statements mado by our cor- respondent concerning the actions of the police in this case are proved before the proper tri- Dunal they will assuredly be punisied. The difficulty about condemning them now is that the charges against them are not legally ascer- tained facts. One officer was snot and the other officer killed the man who, as he thought, did the shooting. The coroner's jury's verdict tended to justify the officers. If the truth was not ascertained by this tribunal the colored people have police trial board and a grand fury to which they may resort for justice, and for the punishment of murderous brutality. Let them appeal to the law and not to lawless- nell, and rely on the grand jury and an aroused public sentiment and not on the razor, revolver or musket. +s —___ The Speaker of the House of Representatives has ended bis vexatious task of making the committees.
