4 THE EVENING STAR. WASHINGTO MONDAY. December 21, 1891. THE EVENING STAR bas a reawlar and permanent circuintion in Washington three times larger than that of any other paper fm the city. As a local NEWS paper and Advertising Medi: it has ne competitor. ee In the sudden death of Senator Plumb the republic loses one of its most energetic and use- ful sons. He was perhaps the most popular as he was at the time of his decease the most prominent man of his state in the public coun- cils. A man who had risen from the humble walks of life by force of brain and indomitable energy he had for many years impressed himself on national affairs. Full of zeal, his labors lay in many fields and he literally wore out his powers in unintermitted exercise. Under the conditions of publi* life and his own indefatigable nature there was no other end possible. Mr. Plumb was a man of the people and he died in their service, refusing to stop yet knowing that if be did not life itself would suddenly cease. ‘Modoration in all things” is the apostolic injunction. But who shall say that Webster's thrice-repeated formula of “Action” fs not the whole philosophy of life, and who ‘will not agree that it is better to fall doing too much than fade into oblivion asa do-nothing? ‘The late Senator from Kansas was the most tireless worker perhaps in the Senate. Not only will be be remembered for what he did for ‘Kansas and the republic, but there will bealively recollection of him as one of the foremost law- givers of the District of Columbia. His services on the appropriations committee, and espe- cially as chairman on the subcommittee hav- ing jurisdiction of the District op priations, were important and extended. In the local field he objected to some things that were good because they did not commend themselves to bis judgment or his prejudices, and bis prejudices were as strong as his char- acter. But be approved of all the more notable Jegisiation suggested for the District's welfare and it was on minor matters that he vented per- sonal dislikes, and turned to the public the rough side of his nature. His knowledge of Dustrict finance was extensive, m0 man’s more ‘0, and his attention to all District concerns close and his information exact. The great workers of Congress, like Randall, Beck, Burns and Plumb are, one by one, passing away. $$ The democratic party in the House of Repre- sentatives is apparently no more united than it was during the heat of the speakership contest. ‘The friends of the Speaker and the followers of his principal rival are seemingly arrayed against ech other in bitter animosity, and the Speaker has not, to all appearances, lessened the breach by his action in tendering assignments to Mr. Mills. Whether the feeling will continue or the inflammation become assuaged will depend on “the subsequent proceedings.” The an- notncement of the committees on Wednesday may or may not throw oil on the troubled waters. From present indications it is not likely that the friends of Mr. Mills will be alto- gether pleased with the result, although their Gissatisfaction may not extend so far as some persons appear to think probable. Faction 1s almost as much a part of political human na- ture as partisanism. The factions of a party are indeed little parties working or trying to ARE GOING & BUILB.
