It is generally regarded as settled almost be- yond question that Mr Springer isto be the chairman of the weys aud means committee. The establishment of this conviction is causing considerable anxiety among some of Mr. Mills’ friends, who regard it as a matter of the most serious consequence to the democratic party. They explain that Mr. Mills has not at any time acted sullenly about his defeat, and that he has given no evidence of hostility or \ resentment on account of it. A PAINTING OF LINCOLY. 4 bill appropriating $15,00¢ for the purchase of a life-size oil painting of Abraham Lincoln by Geo. W. Travis. The painting is to be bung in the United Stater Capitol building. To ROR +ANIZE THE ARMY, Senator Psce or today introduced @ bill to increase the eft.eiency of the infantry branch of the army by providing that each regiment of the infantry shall consist of the enlisted men now anthorized by law, to be organ- ized into battalions at the President's discretion and officered by ~—the. same number of senior officers as at present, with the addition of some junior ofi- cers for the two new companies as contem- plated in the bill. Original vacancies created are to be filled by promotion xccording to veniority in the infantry arm, subject to the ex- amination prescribed by an act passed last Congress. In time of war the personnel of the officers is to be increased by one major, four first heuten- ants and four second licntenants, and any var cancies existing are to be filled as in time of peace. REPRESENTATIVE O'FERRALL IN DEMAND. Representative O'Ferrall of Virginia has re- ceived an invitation from the Virginia Society of Atlanta, Ga., to deliver the address for that i tlante on the occasion of the cele- Dration of Gen. Robert E. Lee's birthday, Jan- uary 19, He has received a similar invitation from the Pickett Post for the celebration at Richmond. Before be received the latter he bad already practically agreed to accept the invitation to Atlanta, so he will probably go to Atlanta. The letter cf invitation from Geot conveys an_expression of appreciation of the part Mr, O'Ferrall tcok in assisting in the election of Speaker Crisp, and says that the Georgians will be under additional obligations to bim if he will accept the invitation. The invitation is very urgent, promising a grand reception and banquet. ‘MR. SCHLLINGER’S CLAIX. Senator Gorman has introduced a bill con- ferring jurisdiction on the Court of Claims to hear and determine the claims of John J Schillinger for compensation as to the laying of the artificial stone pavements iu and about the Capitol grounds. BEGENTS OF THE SMITHSONIAN. Senator Gibson of Lonisians has offered a joint resolution providing that William Preston Johnston of Louisiana be appointed to fill the vacancy on the board of regents of the Smithsonian Institution caused by the resignation of Noah Porter of Connecticut. The resolution also provides for the reappointment of Henry Coppe of Penn- sylvania and M. C. Meigs of this city, whose terms of office expire on the 26th instant. THE WAGE WORKERS’ POLITICAL ALLIANCE. “The Wage Workers’ Political Alliance” has made its appearance once more in the halls of Congress, Senator Peffer is the medium through which the alliance gives its alleged ideas to the public. UNNATURALIZED GOVERNMENT EMPLOYER. Departmental employes who are not fully naturalized had better hurry up if they desire to continve on Uncle Samuel's pay roll. Senator Gallinger has introduced a bill providing for the immediate discharge of all unnaturalized servants of the government. ‘MR. OWEN'S NAME SENT IN Thore is no truth in the statemen: that the President bad withheld the nomination of W. D Owen, commissioner of immigration. Mr Owen's name was sent in with the first bateh of nominatioas on Decomber 10. THE LIFE-GAVING SERVICE. Senator Frye has introduced in the Senate a bill authorizing the Secretary of the Treasury to appoint an assistant superintendent for the | life-saving district comprising the coast of | Rhode Isiend (which is hereby crested) at a compensation of 21.200. The bill also fixes the ralary of the keepers of all stations and houses of refuge at $1,000 per annum and the compeneation of all surfmen at the rate of $75 per month when employed. ‘TOBUY THE COUNTERFOISE BATTERY. It is probable that Mr. Hemphill will be made chairman of the House District commit- tee. He in rather disposed not to accept that assignment if he can avoid it, yet there is such @ strong sentiment in favor of his taking charge of the District business that there is a strong hope that he may be induced to yield his personal preferences, There is no other member in the House as familiar with District affairs. This and the fact that he has the confidence of the whole House as well as of the community would make him an extremely valuable man as bead of that committee. STREET RAILWAY IMPROVEMENTS. “I have in mind in counection with the street railroad affuirs that some of the lines that reach parts of the city not as accessible by other | lines should be compelled to extend their tracks to the vicinity of the Capitol building for the convenience of the public and of Congress, For instance, I think the electric lino that now runs on G street aud gocs by most of the public departments should be ex- tended to the Capitol. The Suburban Railway Company's bill was reintroduced by Senator Barbour. The bill incor- porates the company and authorizes the con- struction of a single or double-track road, be- ginning at the dividing line between the Dis- trict and the state of Maryland on the Bladeus- burg road and running thence outside the road beds as now to Maryland avenue and 5th street northeast; thence along 15th street northeast to Tennessee avenue, thence West on Tennessee avenue to Lincoln Park; thence west along Lincoln Park to 1th strect northeast: thence south of Lith street northeast to North Carolina avenue and thence west on North Carolina avenue to its intersection with Penn- | sylvania avenue. Also, beginmmg at a pomt n the Bladensburg road and passing east and north of the Soldiers’ Home to the viein ity of Brightwood; thence by such route to ® point’ in the vicinity of Tenley- town, and thence to a river in the vicinity of Little Falls; frota bere eastward in the vicinity of the Chesapeake and Obio canal to a conyeuient point in M street extended in Georgetown. ‘The bill provides that that portion of the road between the Dis trict line and 15th street shall be constructed before any part within the city limits shall be occupied. The company is permitted to use cable, electric or other mechanical power, ssb- ject to the approval of the Commissioners, steam locomotives excepted. A maximum fare of 5 cents will prevail within the city limits and 10 cents beyond. Work on the main line (rom Bladensburg to Pennsylvania avenue east) musi be commenced within six months and completed within eighteen months trom the passage of the act and the branches within five years. A STATUE oF CoLUaELS. ‘The erection and location of a bronze statue of Christopher Columbus and the removal ot the naval (or peace) monument to a new site is the object of a joint resolution offered by Sen- ator Morrill today. The Columbus statue is to be erected where the peace monument now stands; the peace monument is to go upon the triangular reservation bounded by Connecticut avenue, 20th street and Q street. The appro- priation is $75,000. AN INSURANCE BUREAU. ‘Senator Plumb today introduced a bill which provides for the establishment of an insurance bureau for the protection of public interests in the District. The bill is identically the same measure as was introduced 1m the House last Congress by Representative Lee. HOWARD UNIVERSITY. If Senator Morrill’s joint resolution becomes ‘a law the Secretary of War will be authorized to issue to Howard University such ordnance and ordnance stores as may appear to be re- quired for the military instruction and practice of the students of that establishinent.
