THE EVENING STAR has a regular and permanent circulation in Washington three thmes larger than that ef any other paper im the city. As a lecal NEWS paper and Advertiving Medium bas no competitor. Doubtless the earth-Inden Potomac water is more wholesome than the clear and sparkling Dut sewage-contaminated well water of the city, and the pnblic may properly be warned against resorting to the latter in preference. A diet of mud may not cause any specific illness, but still we do not banker after it, and Washington needs a more effective settling of tho Potomac water. General filtration is very expensive, and before the community can make up its mind to meet the heavy cost, the water is clear again, the urgency of ac- tion beeomes less obvious and the sgi- tation subsides. Some suggestions of cheap methods of purifying or filtering the water by individual consumers are printed fn another column. No remedy for occasional muddy water which involves not only heavy expense but the permanent imposition upon the water takers generally of a water meter fob should be considered for an instant. Clear ‘water at all times is a very desirable thing, but fhe hberal use of water by thore who would abstain if it were peddied out to them by the pint isa still greater necessity for the public health. It is useless to deny that the govern- ment is a wasteful consumer of the Potomac water, and that this fact accounts for the deti- eieney iu water for private use which has been frequently experienced at the samo time that statistics showed s greater per capita supply to citizens than in any other city. There are in- dividuals and corporstions who waste the water, and this waste should be checked. But the government isthe great spendtbrift in the matter. The local water-taker ob- jects, however, to being bountifully supplied with water by statistics only, to being credited with water which be does not get, and to being accused of gross extravagance in its use, justi- fying the government in threatening him with & water-meter. oo One of the important topics of a business na- ture of general interest likely to come before Congress at this session is the matter of further safeguards for the protection of national bank depositors and stockholders. It seems to be desirable, among other things, to prevent those who have immediate control of bank opera- tions, the president, eashier, tellers and clerks, from borrowing money from the bank with which they are connected. As to the directors, while some restraints might be thrown around the subject, it would appear reasonable un- der the present system to permit their borrowing within certain well-defined limi- tations intended to protect public interests. Unfortunately many of the directors have only # nominal control of the banks with which they are connected, and as they are often leading business men and require special accommoda- tions, perhays it would be unfair to place them under the obviously proper inhibition that may be made to apply to the active officers. On the other hand it might be better to require the directors to really direct and cease to be figure- heads, m which case they would have to come under the rule. In any event the measure to be framed ought to be « great improvement on existing law, the weakness of which is ecen i numerous recent defalcations and other deflec- tions from duty. ee By the presont arrangement the greater part Of the congressional membership spends Christ- mas and New Year's in Washington. If the pro- Posed constitutional amendment causing the session to begin in January instead of Decem- ber were adopted these members would, with Others who now do se, pass the holidays at home. Washington, always glad to have mem- bers of Congress make themselves at home here, would miss the December openings, but what is her loss might be the general gain. If busi- ness were to open after the winter holidays and proceed uninterruptedly there would be no Dreak in the arrangements of members and both time and mileage might be saved. Besides—and here isthe principal object of the proposed change—a Congress chosen in 1899 would not wait until 3992 to get to work; it would convene two months after election and legislate the freshly ascertained will of the people. How is it now? Congress waits thirteen months after it is chosen, or, as sometimes happens, until new issues have superseded the ones on which it was elected before it assembles. This is a constitu- tional way not to find what the people desire, and should be speedily changed for a better.
