I bave twice before urgently called the atten- tion of Congress to the necessity of legislation for the protection of the lives of railroad em- ployes, but nothing has yet been done. During the year ending June 30, 1390, 369 brakemen were killed and 7,841 maimed while engaged in coupling cars. The total number of railroad employes killed during the year was 2,451 and the number injured 22,39. “This is a cruel and largely ucediess sacritice. The Government is spending nearly one million dellars annually to save the lives of shipwrecked seamen; every steam vessel is rigidly inspected and required to adopt the most approved safety appliances. All this is good: bat how shall we excuse the lack of interest and eflort in behalf of this army of brave young men who in our land com- merce are being sacrificed every year by the continued use of antiquated and dangerous ap- pliances? A law requiring of every railroad engaged in interstate commerce the eqnipment each year of a given per cent of it freight cars with automatic couplers and air brakes would compel an agreement between the roads as to the kind of brakes and couplers to be used and would very soon and very greatly reduce the present fearful death rate among railroad em- ployes. ‘The Appointment of Presidential Electors. The method of appointment by the States of electors of President and Vice President has recently attracted renewed mterest by reason of a departure by the State of Michigan from the method which had become uniform in all the States. Prior to 1332 various methods had been used by the different States and even by the same State. In some the choice was made by the legislature; m others electors were chosen by districts, but more generally by the voters of the whole State upon a general ticket. The movement towards the adoption of the last-named method had an early begine nd went steadily forward among the States, uutil 1832 there remained buta single State. So Carolina, that had not adopted it. ‘That State, ‘until the civil war, continued to choose its elec* tors by a vote of the legislature, but after the war changed its method and conformed to the practice of the other States. For nearly sixty years all the i ve one have inted, their electors by a popular vote upon a general ticket, and for nearly thirty years this method ‘was wniversal. After a full test of other metho important division of dissent in an: without any purpose of party advantage, as we must believe, but solely upon the considerations that uniformity was desirable and thata js, without tate and of the evils connected with our election system and methods might be committed with a good rospect of securing unanimity in some plan Tor removing or. mitigating those evils. The Constitution would permit the selection of the commission to be vested in the Supreme Court, if that method would give the best guaranty of impartiality. ‘This commission shoul be charged with the duty of inquiring into the whole subject of the law of elections as related to the cheice of offi- cers of the National Government, with » view to securing to every elector afree and unmo- lested exercise of the suffrage and as near an approach to an equality of value in each ballot Cast as is attainabie. While the policies of the General Govern- ment upon the tariff, upon the restoration of our merchant marine, upon river and harbor improvements, and other such matters of grave and general concern are liable to be turned this way or that by the resulta of Congres- sional élections, and administrative policies, sometimes involving issues that tend to peace or war, to be turned this way or that by the results of a Presidential election, there is a Fightful interest in all the states and in every Congressional district that will not be deceived or silenced by the audacious pretense that the question of the right of any body of legal vot- ers in any State or in any Congressional dis- trict to give their suffrages freely upon these general questions is a matter only of focal con- cern or control. ‘ihe demand thet the limita tions of suffrage shail be found in the law, and only there, is « just demand, and no just’ man should resent of resist it. My appeal is, and must continue to be, fora consultation that suall “proceed with candor, calmness, and pa- tience upon the lines of justice and humanity, not of prejudice and eruelty.” To the consideration of these very grave questions I invite not only the attention of Congress, but that of all patriotic citizens. We must not entertain the delusion that our peo- ple have ceased to regard a free ballot and equal represeutation as the price of their alle- glance to laws and to civil magistrates. A Glorious Future. Ihave been greatly rejoiced to notice many evidences of the increased unification of our people.and of a revived national spirit. The Vista that now opens to us is wider and more glorious than ever before. Gratification and amazement struggle for supremacy as we con- template the popalation, wealth and moral strengti of our country. A trust, momentous in its influence upou our people and upon the world, is for a brief time committed to us, and Se must not be faithless to its first eondition— the defense of the free and equal influence of eral election in territorial divisions not subject to change was most consistent with the popu lar character of ourinstitutions, best preserved the equality of the voters, aud perieetly re- moved the choice @f President from the ban ful influence of the “gerrymander,” the prac- tice of all the States was brought into harmon: ‘That thes concurrence shouid now be broken t I think, an unfortunate and even a threatening episode, and one that may well suggest whether the States that still ir approval to the old and prevailing method ought not to secur ‘& constitutional amendment, a practice which has had the approval of all. ‘The recent Michigan legiiation provides for choosing what are popularly known as the Congressional electors for President by Congressional dis- tricts, and the two Senatorial electors by dis- tricts created for that purpose. This legista- tien was, of course, accompanied by a new Congressional apportionment and the two statutes bring the under the inttuence of the INSTANCES OF GEERYMANDERING. These gerrymanders for Congressional pur- poses are in most cases buttressed by a gerry: mander of the legislative districts, thus moking it impossible for a majority of the legal voters of the State to correct the apportionment and equalize the Congressional districts. A minor- ity rule is established that only a political con- vulsion can overthrow. i have recently been advised that in one county of a © state three districts for the election the legislature are constituted as fol has 65,000 population: one. 15,000, 10.000; whiie in another county, detached, n contiguons sections have been united to make @ legulstive district. The Chesapeake Bay Dog Ciub is arranging for an exbibit at the Columbian fair in Chicago to be illustrative of a typical Maryland institu- tion, the shooting of wild ducks. The Chesa- peake Dog Club proposes to place on the lake at the fairadouble sink box and a complete stool of 500decoys. Another stool of decoys not so large is to be properly laid out for a bushwack boat, which is to also float on the jake. A third layout will be in front of a ducking blind and a fourth around a tub. The sink box and the tub are strictly Maryland in- getutions. It is intended also to have a big gun skiff. in which will be mounted the big gun formerly ased by father of the zreat iiavre de Grace anne sh Barnes. The burhwhack boat and the big gun skiff will use the bushwhack stool of decoys alternately. One or more expert duck shooters will be in attendance. Atintervals the bushwhack boat will be sculled out to the decoyy and a blak shell will be fired. ‘Then the big gun skiff will be paddied out, and when at the proper distance a lond of powder will be fired from the gun. The at- teudants will also show how expertly they can handle themselves. Mallory of the Chesapeake Bay Dog Club will supply from his kennels several of the true type of Chesnpeake bay dogs. The clligent work which the dogs can do while in the water will also be shown. When gunning from the bling the dogs will be made to re- trieve some objects which will be thrown over- board for them. ihe true typo of Chesapeako dog is rare and the afimals will doubtless attract attention. Acommunication was sent to Minister Egan Saturday by the president of the chamber of deputies, requesting permission to serve cita- tous on the refugees nowin the American lega- tion, against whom indictments have lately been found by the Chilean congress. Mr. Egan wrote to Foreign Minister Matta asking him by what authority the president of the chamber of deputies seut such acommunication tohim. Rev. John N. Gallagher, Protestant Episcopal bishop of the diocese of Louisiana lied in New Orleans Monday night of Bright's disease Lynching a Colored Murderer. Dick Lundy, colored, was shot to death in jul in Edgerficld county, 8. C., Monday by a mob for the murder of James Ousts, son of the sheriff of the county. The murder occurred last Saturday night Lynching was expected ali day and an immense crowd gathered in town. The governor was notified of the fact called out the Edgerfield Ritles, The lyneh- ing oceurred, however, before the orders reached the place.
