4 THE EVE G_STAR. WASHINGTON WEDNESDAY .. «December 9, 1891. CROSBY 8. NOYES. THE EVENING STAR bas a regular and permanent circulation in Washington three times larger than that of im the city. As a local Ni The President's message concerning the state of the Union, giving incidentally an ac- count of his administration's stewardship, is one of the best specimens of what such a docu- ment should be that has ever issued from the ‘White House. It long, perhaps too long for the model message, but it is packed so full of meaty, interesting matter, edited with nice discrim ination, that it is bard to suggest where the cut would ‘properly be made. It is not = formal rehash of the department Feports. The President bas impressed his jn- dividuality upon every sentence of it, and the art of putting thingseffectively, of which he has shown his mastery in the admirable, con- densed speeches which he has made from time to time during his administration, bas evi- dently not deserted him. The main purpose of » message is defeated if its style or contents frighten off readers. This mefeage will be at- tentively read. ‘The showing which the President makes for hia administration is impressive. Whatever differences of opinion there may be concerning thy wisdom of specific measures favored by the President, one of which affecting the elec- tions Congress overruled, and others of which are still on trial before the people, there can be no just denial that the present administration has been intelligent, clean, and able, far-sighted and vigorous in its foreign policy, sound and progressive iu the various departments of do- mestic affairs, creditable and beneficial to the republic in all branches of executive action. Every patriotic American can well be proud of the “state of the Union” disclosed by this mes- sage, however vigorously he may oppose in re- gard to specific matters the legislative policy of the administration. In regard to the domestic legislative issues of importance the President defends the tariff act on all points and contends that its effect is nationally beneficial. He indicates unrelenting opposition to the unlimited free-coinage of sil- ver, and urges a fair trial of the silver legisla- tion of last year. “Upon this subject,” he says, “as upon the tariff, my recommendation is that the existing laws be given a full trial, and that our business interests be spared the distressing influence which threats of radical changes always impart.” ‘The most notable recommendations of the President are perhaps those which relate to fair and free elec~ tions. He condemns the Michigan partisan | device of a change in the method of choosing presidential electors and proposes a remedy. He says: “All the states have. acting freely and sepa- | rately, determined that the choice of electors | bya general ticket is the wisest and safest method, and it would seem there could be no objection toa constitutional amendment mak- ing that method permanent. If a legislatur: ehosen in one yearnpon purely loeal questions should, pending a presidential contest, meet, rescind the law for a choice upon a general 4icket and provide for the choice of electors by the legislature, and this trick should determine the result, it is not too much to say that the public peace might be seriously and widely He refers regretfully to the action of the last Congress upon the elections bill, and suggests, in order to secure fair apportionments and free elections, the appointment of a commission, non-partisan in membership, perhaps the Su- preme Court, to be charged with the duty of inquiring into the whole subject of the law of elections, as related to the choice of officers of the national government, with « view to securing to every elector a free and unmolested exercise of the suffrage and as near an approach to an equality of value in each ballot castas isatiainable. The argu- ment that some remedy is needed for election wrongs, assuming that the force legislation is undesirable or mupracticable, is clearly and forcibly stated. + ‘The message does not directly ask for indem- nity for the Italian victims of the “deplorable and disereditable incident” at New Orleans. It suggests, however, that the Federal Govern- ment is, in the condition of our laws, answer- able for the acts of the state officers charged with police and judicial powers in cases where it would be answerable if the United States bad used its constitutioaal power todefine and punish crimes against treaty rights. The friendly conclusion of the matter, which it is thought is attainable, is apparently postponed until “the temporary absence of » minister plenipotentiary of Italy at this capital” ceases to retard further correspondence. In regard to Chile the affair of the Baltimore is shown to have been an unprovoked outrage with many indications of a national insult. The “offensive tone” of the Chilean sceretary is regretted, and the expectation is announced that the result of the Chilean investign- tion, together with some adequate and satisfactory response to this gov- ernment’s note will soon be made. “If these just expectations should be disappointed or further needless delay intervene, I will, by a special message, bring this matter again to the attention of Congress for such action as way be necessary.” ‘The power to declare war is vested in Congress. + — The message does not entirely overlook Wash- ington. A subject of much local importance and interesting to all engaged in the work of moral reform, is the establishment of a reform school for girls in the District of Columbia, provided for by anact of July 9, 1888, but which is in- operative by reason of the fact that no appro priation was made for construction or mainte- mance. The President recommends the neces- sary appropriation for the purpose of pur- chasing © site and enabling the construc tion of a building. He well says that the need of such an institution is very Urgent. He also calls attention to the defective- ness and inadequacy of the local laws relating to crimes commonly called social, and says that it isa matter of surprise that the need of the District should have been so long overlooked.
