2 = THE EVENING STAR: WASHINGTON. D.c. wiser THE BATHING BEACH. ‘Maj. Overman’s Opinion in Regard to Mr. ‘Stevens’ New Plan. The new plan of Mr. W. X. Stevens fora bathing beach, a sketch of which has been printed in Tux Stax, was referred by the Com- missioners, with their approval, to Maj. L. C. Overman of the corpsof engineers of the U. S. army, in charge of harbor improvements, with the request that he submit his views on the subject. Maj. Overman in retarning the plans today says that While not entering into elaborate de- tails he would suggest that « flat, regularly graded beach would serve all purposes, the sdanger line to be indicated by a life line stretched at the outer or reservoir side of the bathing beach, to be moved in or out in accordance with the state of the tide. Such with a patrol boat just outside the line would prevent most of the accidents during bathing hours. Death rate per 1,000 per annum—white, 19.6; colored, 27.3: total popula- tion, 22. Thirty-eight were under five years of age, 21 were under one year old and 15 over sixty years. Eighteen of the deaths occurred in hospitals and public institutions.
