Through seventeen ballote Mr. Crisp held the lead in the caucus, with Mills close at his heels. Starting on the first ballot with 84 for Crisp; 78, Mills; 32, Springer; 18, McMillin, and 14, Hatch, the caucus ‘closed, Crisp holding % votes; Mills, 91; McMillin, 19; Springer, 17, and Hatch, 5. From the fifth ballot it was a dead- lock, the change in the relative position of the candidates being immaterial. On the very first bllot Mr. Mills swelled his vote as a result of the raid on Springer, getting about eighteen votes, which had before then been known as Springer's votes, and in the rain OF THE SAME OPIXIO: begun on Crisp late Thursday night several votes were secured to Milla that hnd been be- fore regarded as certain for Crisp. ‘The excite- ment growing out of the situatioa has been in- tense since 6 o'clock Saturday. ‘The scenes about the Capito! after the dead- lock sct in Saturday night evidenced the great nervous strain under which every one was placed. The people pressing about the doors to the House lobby awaited each bullot with breathless anxiety, and as soon a ballot was announced there was a breal Tush through the crowd toward the teegraph offices and tothe several headauarters. The xT posited. and of requi approved | the Commissioners in respective of the officers of various eb table institutions and the treasurer of the United States, ax ex-oiticio commissione! of the sinking on acconnt, principal and interest, of the COMMISSIONERS’ REQUISITIONS. i Exhibit E is © summary statement of the | Commissioners’ requisition and disbursement account, showing the deposits made Ly them | with the treasurer of the United States on ac- ral expenses of the District of 8 drawn against the same by es subject to their check re- maining with the treasurer June 30, 1891 ‘The inw creating the office of disbursing clerk with authority to pay liborers iu cash and upon the ling of their work. instead of by check and ut the District bui.ding, says Mr. Petty, became operative July 1, 1891, und bas resulted, ux wax foressea, in the «aving of mueh time to the individual and to the gov- | ernment as well. Lut, important us this con- | sideration may be, the fuct that the n-w xystem leswens materially the temptations which formerly beset the laborer in his scarch for some one to cash his check or witness his signature still more strongly commends it to the approval of all goods citizens who bave | given thought to the subject. THE BUSINESS GROWING, The business of the office ix growing so rap idly that in order to dispatch it with any degree of promptness an addition to the force in ‘the near_ future is an imperative necessity. In 1884 | there were 4,700 claims audited, while during the year Just closed the number amounted to | Seth wan increase of nearly 100 per cont, yet the clerical force 1s less by one uow than it was | in 1834, on account of the promotion of one of | the clerks to the office of disbursing clerk. In order thut the current work of the oftice might not suffer 1 have found it necessary temporarily to suspend the examination of the collector's account for 1490 and 181, and ean not therefore embody the audit of the same in the present report, but shall cudeavor to sub- mit it at an early day in a supplemental state- ment. Eight thousand six hundred und fifty-two auditshave been made during the year, re- quiring the drawing of 41,566 checks in pay- ment. The auditor compliments his force for their diligence and efticiene; soca ES a CHOKED BY FIRE DAMP. Seventy-Five Persons Lose Their Lives ina French Coal Pit. The report of a terrible mining. disaster: comes: from St. Etienne, in the department’of Loire and the center of one of the richest coal fields in France. An explosion of fire damp occurred ‘at noon yesterday in one of the numerous coal pitsih thet region and many of the workers Were unable to escape from the mine. Accord- ing to advices received last night seventy-five men perished in the pit. Immediately after the explosion dense vol- ‘umes of evil-smelling smoke issued from the jhard seramble for food. DOvPTFUL. two leading candidates heard the reports with great determination, preserving their calmness accordiug to the manncr of their tem- peraments, As each ballot made the lock tighter hope Jossomed in th breasts of the hindermost can- didates, and at the close of the night's work Mr. McMillin was shining with satisfaction. There would probrbly have becn no adjourn ment until near daylight Sunday morning but for the fuct that the members were starved out CANDIDATE. KFRR. The House restaurant keeper war not expect- ing a prolonged caucus, <a rest! The hanzers abont, who had plenty of time. made their visit to the restaurant early with great appetites, so that members slipping down late between bal- lots often found it all but impossible to get a | serap. Later in the night a bushel of doughnuts was brought in and before the basket was settled on the counter it wa empty. . As oon as the caucus adjourned the friends of the candidates set to work and have Leen hard at itever since, the question of sleep playing but an insignificant part.
