PontEE's aprs. ‘In the preparation of the bill herewith sub- mitted I have endeavored to retain the most valuable features of the present census law, strengthening it by making the office mt and emending it in all the weak revealed by the experience of the wenth censua. veSThe new bill provides for a superintendent of census, chief clerk, disbursing officer and five expert chiefs of divisions, together with an office force, the aggregate cost of which wil notexceed 200,000 annually. ‘ihe chiefs of division, who are to receive $2,500 per annum, gust be experts—not morcly head clerks— that is, meu thoroughly trained in statistical methods. The clerks of claw four, three and two may be statistical experts, the idea being that in calling for these clerks the superin- teudent of census would require of the civil service. commission a special examination. ‘The new bill places the entire permanent furce of the oflice under tie civil service rules. This force, with the special agents, will give a work- ing office capable of conducting many of the special branches of inquiry annuaily and every five years, thereby relieving the decennial enumerators of the infinite variety of questions and large number of schedules with which they are burdened by the present tem. ‘The date of the enumeration has been to October 1 only after cureful thought and deliberation. Nearly all statisticians seem to agree that an enumeration taken October 1 to 18 would bring more satisfactory resulis in cities and towns of over 8,000 inhabitants, and Tam unable to see why that month would not be as conveniont for the country districts as ‘the month of June. QUICK POPULATION RETURNS NEEDED. “Col. Carroll D. Wrigitt’s plan (ee his letter) of giving additional time to the enumerators is a.good one as regards everything but popula- tion; but it is not believed that the people would be willing to wait longer ag eee returns than they did this time. Tue people want quick popuistion returns. There is more general interest in the population returns than in any other class of census statistics. On other points of change I agree with Mr. Wright, and some of his suggestions @ been incor- Porated in the proposed bili. And, above and beyond all, the work Would be accurate in every particular. IMPORTANCE OF SUPERVISORS. “The bill provides for an increased number of supervisors. This is necessary, for the present law isvery weak in the matter of supervision. The census of the united king- dom, for example. is supervised by not than 4,000 superintendent registrars, regis- trars and police inspectors. 1 was only allowed 1%5 supervisors for the United States, and prob- ably eight or ten special agents were sent to Complaining of imperfect enumeration. Fixe proposed bili increases the number of supervisers to 300 and provides for supervisors’ ¢lerks. It also authorizes the employment of chief enumerators if found necessary. It re- duces the size of the enumeration districts and the final decision as to these districts in ‘the hands of the superintendent of census, who is not likely to be biased by local considera- tions. A permanent bureau will enable the geographical division of the census office to Shake these divisions with greater skill than heretofore and with less dependence upon the supervisors. PAYMENT OF ESUMERATORS. “The change in the present system of paying @pumerators is deemed imperative. On this subject Hon. Carroll D. Wright says: ‘One of the most important features which should be recognized in any new act relutes to the com- tion of enumerators. To my own mind it is an absolute impossibility to take a very respectable census of either population, manu- factures or agriculture with the present com- pensation allowed bylaw. I object most strenu- ously to the whole method of compensation im census work. It should be a per diem compensation and not a per capita one. I am ready to concede that under a per diem compensation the expense of the census might be increased, but this ie of no consequence whatever if the government cares for very enact returus. Under the present act Iwas to pay a per diem rate for the statis- tics of manufactures in all cases in which the schedules were withdrawn from the enumera- tors. It worked admirably. Possibly it cost a little more. The valve of the work, however, was greatly euhanced. Ey placing the de- cision of the number cf days’ work to be allowed in the hands of tke superin- tendent of census a check wus provided ‘against incapacity and dilstoriuess. ‘The daily cards sent to the superintendent of census and te the supervisor showing each day's work will serve as an index to the character and quantity of the work. Under the present system men worked hard and faithfully for twelve and fourteen hours per day to be rewarded by $1.25 to @2pay. Under the sysiem which compels the superintendent to decide upon the rate of pay im advance of the enumeration, we could acd, dada by the earnings of the tenth census, ¥y prove in many cases of no value what- ever in gauging present rates of pay.
