4 THE EVENING STAR. WASHINGTON: -Rovember 26, 1891. paper As a local NEWS paper and Advertising Mediam it has ne competitor. The people of the United States are thankfal for this great, happy and prosperous America ia which they live. At the present, with peace in their borders, plenty in their barns, with the eunlight of science, the radiance of widely diffused cuiture, the smile of overruling Providence, what have they to grumble about? Look around and abroad, note the discoutents of southern republics and the preparation for Dicodshed of eastern mouarchies, hear the plaint of the famishing peasant in Russia, and teke heart from the situation so far as the republic is concerned. Here is a land of morals, of religion, of education, of self-gov- eramect—a lend of material prosperity un- rivaled on the globe. Law and order and Progress must co-exist if there be genuine prosperity in auy land. Here they do co-oxist, order the product of self-imposed law, pros- perity the outcome of order. Freodom is the foundation stone. Man is the suthor, under God, of his own great good fortune — illuminated, progressive man, free politically, mentally and morally. Here, aud here only, on a magnificent plane has there been a development of all the ideas that elevate aud broaden mankind, for here, and here only, has individual freedom no defined or possible limit within the measure of a well- ordered and prosperous society. The republic is safety, the republic 18 peace, the republic is Prosperity, the republic is indefinite perpetual Progress. For these great political, social, in- dastrial, moral and spiritual biexsings the people of these states do this day return hearty thanks to the Giver of all good things, and nwplore the divine guidance and aid in every moment of the future. od ‘The democrats seem to be determined to have the New York senate, whether they elected it oF not; or, to put the matter more charitably, ‘they are taking advantage of every technicality to show that they carried it at the late election. ‘This, it is claimed, will only offset the action of the republicans in Montana. Even if it ‘were true, one wrong docs not gire excuse for another. Nevertheless, the party has not arisen in thie republic, in the hundred and odd years of ite existence, which refused to teke advantage of mere technicalities when they were to its temporary interest. Public senti- ment ought not, howtrer, to run so rabidly om one side or another as to Jose sight of the equities in the great scramble for place and position. Reform of the civil service, reform of the ballot and other re- forms partly achieved ought to prepare the mind of the public for reform of sentiment on the mat- ter under consideration. Indeed something has been gained since inlependent movements Degan to be fashionable from the disposition of thoughtful citizens to frowa down the rascali- ties committed in the name and for the behoof of parties. The increase of this disposition is to be sought by all wao desire the governme 3‘ of the several states and the governm 2! of the United States to be honestly constituted and @onducted. From this point of view the as- certainment of the result iu the New York legislature is not a mere party question, affect- ing the fortunes of this or that leader; it is a matter of infinitely higher consequ’aze, on which in a measure depend the safety and wel- fare of the land in which we live. += Chile is = progressive power, but there PAL BA POPULAR SHOPPING PLACE, 7TH STREET. Chile has about two mil- lions population. A considerable part of her territory is soil virgin as to civilization and she woald find ample employment for two or three decades im settling this, working the mines, tilling the fields, establishing manufactures and consolidating and widening ‘trade. But she appears to incline toa different policy, a policy of aggrandizement by war. She is pre- paring for further conquests, keeping her eye on Bolivia and hoping that events may shape themselves eventually so that she may absorb other portions of Peru than the nitrate deposits already gobbled up and carry her ban- ner into the fertile valleys of the upper Ama- zon and its affluents. The Araucanian blood quickens the Castilian pride and the Chilean ambition is sufficiently large for = people of ‘twenty times the numerical strength of the republic. Chile's danger is in neglecting the quiet ways of industrial growth and falling at Jast under the combined blows of a defensive South America. ——_++2s___ ‘The foot ball season comes slong in time to take hold of public interest just where base bail left off.
