This can only be accomplished, in the isolated situation of the new observatory, by having dwellingsupon the grounds for the observ: The govern- ment erects dwellings at all its navy yards, arsenals, forts and schools for the officers on duty there. But no service requires such un- remitting attention and constant presence at all hours as that of the astronomer, and no ob- servatory can be ded as economically managed which does not furnish dwellings for all ite observers close by their instruments. It is estimated that with the observers livipg on the grounds of the new sbearenorz sot only will two or three times as much work be done as it will be le to do otherwise, but the quality of this delicate work will be matcrially improved on account of the observers being in proper physical condition to begin their labors, instead of with nerves unstrung from hurrying some miles from their homes immediately after meals or at unreasonable hours of the night. ‘The old observatory has a store house for instruments, and also a shop, but no provision has been made for either at the new ‘observatory. The basement of the main build- ing bas been #0 constructed that it cannot be used for either of these p ‘and separate buildings must be constructed for storing the large number of delicate instraments belong- ing to the navy and to the observatory, and for repairing the same. Hundreds of Poor Families Furnished With ® Thanksgiving Dinner. NOBLE WORK DONE BY THE DIRECTORS oF THE UNION BMISSION—LADIES WHO GAVE TIME AND MONEY TO THE TASK—GENEROUS CONTRIBU- TIONS BY THE PUBLIC. To thousands of homes today Thanksgiving | came in the shape of a substantial dinner, which was furnished through the Central Union Mission. They were houses of poverty, if not in allcases of dire destitution, and the da; was certainly one of thanksgiving and rejoic- ing, for it should be kuown that even bere, at the nation’s capital, there are families where fall and complete meal is uot an event of every- day occurrence. There was no need that any family at all deserving and worthy of help should be without a dinner today. As far as the efforts of the Union Mission were effective in reaching such cases there was no home neglected today. WEEKS OF PREPARATIO For several weeks past the mission has made preparations for giving their annual dinner to those in need of such a gift. Thre the experiment was tried of supplying dinners at the homes instead of giving a public dinner. The facilities enjoyed by the mission for find- ing out the families most in need of help are very complete, and the practical methods adopted of distributing the food have been so thoroughly appreciated by the public that the annual ap- peals of the mission for contributions meet ith a generous response. Last year over £700 in money was received, while this year the con- tributions have come pouring in until the | money alone amounted to over £1,000, and in | addition there were stacks of clothing and quantities of provisions received. The mem- bers of the board of directors of the mission were confident that they could rely on the sup- port of the people of the city, and several da} #go they made arrangements to buy turke} and chickens by the wholesale. COOKING THE TURKEYS AND CHICKENS. Then the fowls were sent to Mra. Martin, the Proprietor of the Temple Cafe, who had them Prepared for cooking. From this point the hundreds of turkeys and chickens were dis- tributed around among the different hotels, where the experts who preside over the great cooking ranges took them in charge, and when they were done to a turn and were enveloped in an atmosphere that is calculated to make the lips of the average man fairly water they were sent to the rooms of the mission. Here the great room i the third story was filled with long tables ready for their reception. Besides the turkeys and chickens there were any number of piles of brown paper parcels—great towering moun- tains of good things which usually attend a turkey when he adorns a dinner twble. There were potatoes and butter and sugar and coffee and apples and oranges, and there were even pies. That upper room was so filled with good things that hints and suggestions of what it contained came floating down in delicious whiffs that tickled the nose and imparted a Thank-giving odor to the entire building. TRE TRAMPS AND DEAD BKATS LEFT. The tramps knew all about it, and so did the entire class of dead beats who always manage to put in an appearance when people are busy with charitable thoughts and are intent on making others happy. But the managers of the Union Mission, while they do not consider any case entirely hopeless and extend a kindly ption to all, have no notion of giving ‘Thanksgiving dinners to the undeserving. The money they spend is contributed liberally by the public, because of the belief that it is e1 pended judiciously and supphes the wants of | the needy. ‘That is the aim of the managers of the mission and it is believed that they sue- eves DIVIDING UP THE DINNERS. Yesterday over 200 families were supplied and today by 1 o'clock perhaps an equal num- ber in eddition had received their Thankegit ing dinner cooked and prepared for the table. It was hard work, but there were willing hands, and that made the progress rapid. Some filled the bags, while others kept a list of the names and wrote out the tags that were placed on each bag. A number of express wagons were kept busy going to all parte of the city and delivering the . at the houses. Mr. James H. Hitchcock, the chairman of the board, was engaged looking over applicationsus they were received, Mrs. E. D. Batley kept the list of the families and checked off the bags, while Mrs. N. A. Rob- bins had general charge of the room where the bags were being filled. She was assisted by Mr. and Mra. Swartout, Mrs. Geo. W. Wheeler, Mr. and Mrs. O. B. Brown, Mr. and Mrs. W. C. Tyler, Mr. E. D. Bailey, Mrs. Geo. W. Havell, Mr. and Mrs. W. F. Paxson. The missionary of the board, Mr. W. C. This unexpected news was circulated this morning by the Woohenbiatt, a newspaper edited by Deputy Arendt. The Wochen in announcing the ap- pronching retirement of the chancellor, in explanation, that the latter is of ing office, and’ the fact has caused, bim to ar- rive at the decision referred to. It is inferred that the retirement of Chancellor von Caprivi is not definitely decided upon; but that it is among the strong probabilities.
