An- other candidate for the same position has appeared in the field in the person of ex-Rep- resentative Maish of Pennsylvania. He and Mr. Kerr being from the same state seems to complicate the situation somewhat. Mr. Kerr's iriends say that their candidate will have the solid Pennsylvania delegation and that Mr. Maish will have to look for his support from some other quarter. Mr. Maish having just ar- rived to open his headquarters his friends are not saying much as yet, except in the way of expressing general confidence. COMMISSIO! KR ROOSEVELT, The Talk About the Baltimore Post Office Case—Action of the Department. For some days past there has been a rumor around the Post Oftice Department to the effect that a surprise would soon be sprung upon Civil Service Commissioner Roosevelt. The story, so far as it could be se- cured, was that Postmaster General Wanamaker had dispatched one or two post office inspectors to Baltimore to investigate Mr. Roosevelt's in- vestigation into the combination of post office and political methods id to be operating in the monumental city. Then it was whispered that the in- spectors bad succeeded in formulating and supporting charges against Mr. Roosevelt in connection with his pro-civil service efforts of last sprtug, and from one or two of those who claimel to know the whole truth, if there was any, came the rather start- ling information that the inspectors bad in their official report recommended the removal of Mr. Roosevelt from the federal service. Gossip of this description has been in circulation to some extent, but so far no one bas been found who imagines that one or two or three —_ inspectors, reporting to the postmaster general, would ever dream of doing anything so foolish as to recom- mend the removal of an official over whom the Post Office Department exercises no ypfluence and who is a personally presidential appointee. Inquisitive people have tried to discover the nature of Mr. Roosevelt's iniquity in the Balti- more post office case, but so far without suc- cess, AT THE POST OFFICE DEPARTMENT. It is believed at the Post Office Department, though, that an investigation has been made under the direction of Mr. Wanamaker, and there is also a general understanding that he will forward a report thereon to the President, and with it an au request that the strife between himself and Mr. Roosevelt may receive a reasonable share of presidential attention. Yesterday rumor that Chancellor Von Cap resign (a rumor, it should be added, which bas not been officially denied up to the present), and this morning the good people at Bern are startled by the announcement made by the reuse Zeitung (conservative), an influential daily paper, that by a secret agreement with France Lurkey has ceded Cape Sheik Shaib, in the Persian gulf, to France. Cape Sheik Shaib is on the Island of Bushir, or Bushead, eleven miles from the north cous of Persia, and might be strongly fortified aud otherwise made use of ax a harbor for a French fleet. Between the main land and the Inland of Sheik Shaib or Bushead, is sad to be water affording good anchorage for the largest war vessels. ‘This would give France a depot and possible landing place for troops not far north of the British possessions in India, and might under certain circumstances enable France to co-operate with Kussia should the latter coun~ try's troops invade Versian territory and ron continue an onward march toward India itself.
