Phillips & McKenney, against Secretary Noble of the Interior Depart- ment and Thos. H. Carter, commissioner of the general land office, for an injunction restraining the execution of a certain order of June 2 last. The ill sets forth the organization of the company under the laws of the territory and its compliance with the laws of Congress and the approval of Secretary Vilas, January 29, 1889. They state that on June 13. 1890, a notice was served requiring the Plaintiff to show cause why the approval should Rot be revoked and annulled. ‘They state that they answered the notice, bat on June 2 last Acting Secretary Chandler anrull-d the former order. They claim that immediately on the execution of the order of January 29, 1859. they became vested with the right of way and cer- tain privileges, and it is not im the power of the Secretary or successor to revoke the same. A Lively Little Flurry Surprises the People of This Vicinity. Washington was quite shocked this morning on awakeaing to find it snowing. It was enough, however, to shock a staid town that | had been basking im a delicious autumn atmos- phere with only the falling of leaves to note the decline of the season. The flakes were so large that it was a matter of some difficulty distinguishing betwcen them and leaves them- selves. Vor a time things looked wintry indeed, | and the ground had begun to whiten and the children had begun to clap their bands in joy at the prospect of sleigh rides. “But by break- fast time the warmth of the carth and the air had begun to get in their work and the world took on a dismal brown tinge, borrowed from the leaves, Out in Maryland the storm seemed to be more heavy than in town, and in some places on the Metropolitan branch it was reported that the snow lay half an inch on the ground, yet in most places the saow was but a furry Preceding the) blarts of winter, a sort of skirmish before the battle, but it furnished people with an excuse for quoting all sorts of adages relating to early fall. Similar meteorological and pediatric conditions prevatied in otber portions of the District of Columbia, but there was nothing consoling in that fact for the na- tional guardsmen who were facing the targets today. There were more than four score en- tries in the opening match—the Yappan-Ma- gruder-Boteler—but the weather discouraged several intending competitors, and when Mxj. R.A. O'Brien, who wax range officer, called the roll and ordered the firing to commence there were thirty-nine men ready for business. It nd for nearly an hour a tolerably steady string of builets from the 200 yards firing point to the targets. | Each man fired five shots apd when the last one finished the competitors nfoved back to 500 ards, where five rounds more were dispatched iargetward by each man.
