THE EVENING STAR has a regular and nquestionably the District government er to be housed in unsuitable rented quarters. Washington should have a municipal building. creditable to the capital. The Com- missioners in their last annual report recom- mended the erectfon of such a structure, aud suggested the application to this purpose of funds resulting from the sale of the District's interest in the old city ball and froma reimburse- ment to the District, similar to that made to the states, of expenditures upon troops in ex- cess of the war quota. The Commissioners ted ont that Congress had. in 1871, appro- priated $75,000 to pay for the District's interest in city hall, and restricted the use of this money to the erection of @ separate municipal build- ing. In s manner not sufticiently definite to be satisfactory “land fronting on Pennsyl- vania and Louisiana avenues betwoen 7th and 9th streets” was indicated as the site to be ac- quired for this structure. Congress ought to examine carefully into the subject, and dis- cover to what the District is justly entitled from the logislation of the past, either in re- spect to a building fund or a site. But whether the legislation and appropriation by the com- ing Congress need only be supplementary to what bas gone before, or whether a fresh start from the very beginning must be made, tho District building should be provided. The Joeal government must have a creditable home im quarters, not rented. bat the property either of the District or of the United States. Congress sometimes does not reach the best solution of local questions, and if it shail turn out that our legislature will not act favorably mpon the recommendation of a separate build- ing, it may be well to consider the wisdom of making an earnest and united effort to securo suitable quarters for the municipal govern- ment in the new post office building on the avenue, as co-tenant with the local post office. The District would have reason to congratulate itself if the new building could be 0 devoted ‘to local uses as Washington's post office, city hyl and department of municipal affairs in general that it would assume a recognized local character, and that the municipal offices ‘would be at home in it, not liable to be pushed out upon the street by expanding bureaux of the general government. ‘The capital is en- titled toa city hall. The rent of hired quar- ters would be saved. The government can as well afford to fill the extra space of the post- office building with local as with general bu- reaux + -___ The American voter who thought on Tues- day that he was voting to condemn or approve the administration for its course in the Chilean matter has been heard from in the editorial columns of the London Times. As he has not Deen heard from anywhere else the American public may afford to class him among the nota- Dilitics that are duly classified and exposed to view in those famous art repositories where the human figure is given shape in the product of the busy bee. The American voter, voting his sentiments on a variety of subjects, did not know that one of these was the Chilean ques- tion. The American voter was so much engrossed with the tariff and the free coinage of silver, with the world’s fair and Tammany, with the temperance and other home topics, and was so thoroughly well satis- fied with the attitude of the State Department toward Chile that he really did not feel called on to consider the latter in aspecial manner on Tuesiay last. It waskind of the English ‘Thunderer to do his thinking for him and thus relieve him from all care and responsibility in the matte: ee ‘The hopes of stable republican government in South America are constantly shaken. The traditions of the Latin race seem to be against self-government. Certainly the practice of that race on this hemisphere is adverse to it ‘The latest reported revolutionary development is in Brazil, where the first fruits of @ previous revolution from monarchy to nominal repub- licanism were not yet gathered. If it be true that conditions exist there which have led the presi- dont to disband congress and declare martial law throughout the country it is a confession of the failure of self-government in Brazil, of which so many fond hopes were lately enter- tained. It is much to be desired in the interest of republicanism and self-government on this contiuent that the reports may turn out to be false or exaggerated. —— The idea of establishing 9 flower market in Washington is an excellent one. Flowers are to the eye what music is to the ear; they take the rough edges off of life and by their pres- ence endow the commonplace with beauty and interest. A handsome flower market would be another step in the direction in which Washing- ton has advanced so rapidly; a step toward making it a national center of refining influ- ences. The project should tempt private en- terprise, and should be accomplished without ‘the intervention of government. —— += There is every reason why retail sellers of liquor should be treated with the most rigid Justice for any violation of the laws that are in- tended to regulate their traffic. Those who are licensed are benefited greatly by the limit which is placed on the number of saloons. | ‘They are left practically free from competition, | and the owners should at least show enough re- gard for the laws under which they are pros- pering to obey them to the lette: += —___.
