The cittzens whose property it is proposed to take in order to form Hock Creek Park are jastly entitled to the actual value of their land, to be reimbursed for their actual loss, no more and no less, The commission which bas in- *peeted the property and heard a vast deal of testimony concerning its value will doubtless: reach through personal view and the witnesses heard a reasonable decision in the matter, just to the owners and just also to the public. ‘The property owners have expressed their confi- dence on this point. The public feel the same confidence. There is no disposition whatever on the part of the general community to enjoy ‘the benefits of the park at the expense of the citizens whose land is condemned. Nor, on the other hand, is there any disposition to acquiesce in fancifal values placed upon parts of the land, which, if assented to, would ciety | decrease the size of the park and might defeat the project altogether. Whatever Tur Stan hae said on this point bas aimed, not to influ- ence the commission at all in its assessment of values, which duty all concede that it will per- form fairiy and faithfully, but in the public interest to discourage exaggerated and ridicu- lous claims on the part of property owners themselves. If one owner thinks he discovers some new value in his property which was not dreamed of before the land was required for park purposes, and bases a claim thercon, other owners, not to be outdone, are straight- way infamed to make the same claim, and en- lurged expectations are crested which are almost certain to be disappointed. With this disappointment often comes! resextment and resistance to extremities to the condemnation proceedings. If on the ether hand the community should assent to these fanciful cisims the action would be treated as furnishing justification for the slander re- cently circulated by a number of papers out- | te of Warhington, that the park project was 2 real estate “job” for the benefit of those who were to sell the property to the government. is slander was accompanied by the suggestion of a repeal of the park measure by the coming Congress. Thus, however treated, these imag- inative claims of value threaten the park, which Tax Stax and the community believe will be- come the crowning acenic glory of the capital, adding to it both enlth and new attractiveness.
