News comes from St. Petersburg that tho minister of the interior has drafted « law pro- viding for the deportation to Tobalak, in Si- | beria, of all foroigners coming under the de- cree of expulsion if their own country refuses to receive them. The measure will chiefly af- ect Hebrews and Poles. The Russian press advocates neutrality on the part of Russia in the Chinese rioting ques- tion. The Novoe Vremya urges the govern- ment to take advantage of the disturbed con- dition of atfairs to strengthen her position in the extreme east. A Petorsburg dispatch says that the Russian authorities are preparing for a crusade agninat the non-orthodox sects, which have been gain- ing in numbers to sueb.a degree as to alarm the holy synod. It is proposed toadopt hard labor and banishment to the remotest parts of Si- beria asa punishment for enticing orthodox Russians from the creed and ordinances of the established church. Dissentors are to be ineligible to any post or employment connected with viliage adminis- tration, and are not to be allowed to be em- ployed as domestics to anybody belonging to the orthodox faith. Communities of Stundis are to be subjected to police surveillance and itis made the duty of the police to see that no orthodox person joins in Stundis wor- ship. Unlike the Hebrews the Stundists are not to be driven out of Russia. The czar wants them and is trying to convert them. A Berlin dispatch mentions tho fact that Prince Alfred, son of the Duke and Duchess of Edinburgh, the latter being a sister of the czar, is doing active service for the first time as & lieutenant of the ninety-tifth foot, recruited from the duchy of Swxo-Coburg-Gotha. ‘The Young man is uly about seventeen years of age and is «id to prefer his Anglo-German to his Russian councetions, He was cordially greeted by the kaiser after the review at Cassel. 10s MONSTEKS OF THE DEEP. Wonderful Stories Told by Fishermen—Gl- geantic Fish or Fakes. Fishermen returning to Gloucester, Mass., from the far-off Fiemish cape fishing bank tellof a mammoth sea serpent and strange marine monster seen on the banks this season. A-sea serpent over eighty feet in length, re- rembling a giant squid, was observed one | morning while the erews were engaged in | hauling their trawls. He was also seen by the men abo: the vesséls, He made a noise similar to the rumiling of a train of cars, and plowed the water before him like a big ocean steamer. Two enormous horns projected from his head, and he is described as of an un- couth appearance. The monster made but one appearance, and was evidently bound north. The schooner J. H, Carey and other schooners report that a huge shovel-nose shark, estimated to be over forty fect in length, perpetually haunted the dorics of the fishermen while hauling their trawls. This circumstance gave the fisiermen much uneasiness, because their frail doriex are constantly in danger of cap- sizing, and an accident of this kind meant death. ‘The shark appeared on the Flemish cape during July and remained until the de- parture of the fleet. The fishermen state that they have never observed so large a number of huge fish of prey on the Flemish cape vefore and attribute this to the fact that these fish have followed the gulf stream further north- ward than usual this season.
