Ex-Representative Bowden Talks on the Situ- ation—The State Delegation Will Be for Harrison Ex-Representative Bowden, who is one of the most prominent of the republican leaders of Virginia, told a Stax reporter today that be thought nothing could be accomplished by the republicans trying to make « fight in the state this year. He thinks that the republican com- mittee were wise in their recommertiation that no candidates be put in the field this fall. “We elect « legisiature this fall,” be naid; “the democrats and the alliance are united and un- der our election laws we cannot hope to ac- complish anything. In some parts of the state the electicns areas fair as they are in the country anywhere, but there are rotten boroughs which overcome what is done else- where. At the meeting of the «tate committee it was decided that nominations ought not to be made this fail, but that our strength should be reserved for the con- test in the presidential election. If we had candidates in the field, we could elect but few of them, and that result wout? be pointed to as an indication of the strength of the party and would be more or less discouraging. Senator Blair called at the White House this morning and had a long talk with the President about China and other topics. When approached later on the subject of his future movements he was diplomatic and dis- crect, but he hinted that there would be some “big appointments” made soon that would startle the community. Gossip has connected Mr. Blair's name with so many plaves in the giftof the President that there is no telling Just where the probabilities lie. There is a vacancy in the American legation in Japan, caused by the death of Mr. Swift, and Mr. Blair's name bas been mentioned most frequently in that connection, yet the general opinion is against the chances of exch an ap- pointment. It has been suggested that Mr. Blair might be placed on one of the benches that now possess vacancies. ‘The republican seat in the interstate commerce commission, hor rer, will probably go west of the Miseissippi, and unless Mir. Blair should be put on one of the new circuits there is still the Court of Claims without a full quota. ‘The rumor of the selection of Mr. Extee of California by the President to be a member of hjs official family later on may lead toa new view of the Binir case. The Japanese mission, elready mentioned, has always been regarded’ as a sort of Pacific slope heritage and on the death of Mr. Swift the Californians who wanted to go to the land of flowers sprang to the front by the score. | The ‘appointment of Mr. Estee, it is suggested, would pacify the slope and make Mr. Blair a Japanese possibility. That may account for the delay of the President in filling the vacancy. RAILWAY MAIL SUPERINTENDENTS. Matters Discussed at Today's Session of the Convention. . The eleven division superintendents of the railway mail service who met in convention yesterday in room 8 of the post office continued their deliberations today with an all-day ses- sion, beginning at 9 o'clock and with only a brief recess at noon for luncheon. It is in every way @ business meeting of business men and a great deal of practical work is accomplished in the course of the day. While the meetings of these mail superintendents are of the greatest value to the public generally, resulting as they do in the improvement of the mail service, the particult: subjects that are discussed are of too technical a nature to be of any public interest. ‘The superintendents are from all parts of the ccuntrr and in their meetings they discuss the general methods of the service and any sug- tions that may be made for its improvement. in this way each man knows what the othersare doing and a uniformity of system results that roves frequently tobe of the greatest value. A ge number of topics are presented and these are either disposed of at once or referred to special committees for further consideration and report. At the session thix morning the reports of committees appointed yesterday were first heard and then other subjects were taken up for action.
