4 THE EVENING STAR. WASHINGTON: September 17, 1891. STAR bas a regular and Permanent circulation in Washington three limes iarcer than that of any ether paper Im the eft WS paper and Advertising Mediam it has no competitor. While the streets of New York suggested fears of « pestilence all summer, the chief of the department of street cleaning. one Beattie. ‘was off recreating slarge part of the time. Mayor Grant decided that a successor to Beattie who would remain at his post fn the sickly season and would not let the scavengering go from bad to worse was sadly needed, and. the health board concurring in the opinion, the places that knew not Beattie still know him not for- ever. ands hope is excited in the New York bosom that there will be at length an improve- ment in the sanitary situation. The board, it should be said, in their letter make official Tecognition of the fact that the present con- dition of the streets is a menace to the publie health. The cool weather is doing something, Mis true; but as the conditions are not im proving and fall rains and malarial fevers are ‘upon the metropolis, York does well to geta chief who is at least expected to do what his official obligation calls for. All this has a Jesson and application for Washington. Here we have changed the health officer and have been obliged to see the garbage contractor walk out of his engagements without so much es saying “by your leave.” ‘The time is ripe for vigorous scavengering, disinfecting and the like, and while we are well off compared with New York there is much for the local author- ities to do in renewed and well-directed efforts for the preservation of the public health. ee Wilkinson Call can hardly hope for sucess in Bie contest with R. H. M. Davidson. The Florida legislature, after much labor, thought | ithad elected Mr. Cull to succeed himecif as | Senator, but the governor fails to see it in that | light. It was not enough. however, that Mr. Call be refused a gubernatorial gertiticate of | election, so ex-Representative Davidson was Sppointed and will come to Washington with | all the necessary credentials. The Senate will decide as to who shall come in and that is why Mr. Call should be fearful as to results. For muaay @ precious senatorial hour has he wasted in reciting ancient history in which no one was | interested, until the senate chamber has been full of gloomy discontent. If Mr. Call ie allowed to speak in his own be- half he may postpone the evil day for a year or two, but unless Senatorsare more charitable than | other men they will when the contest ends with | ® vote say unto Davidson as Nathan said to the other David, “Thou art the man.” The most that Mr. Call can reasonabiy hope for in his most sanguine moments is conditional admis- sion underfstringent pledges of refor1 ——— ‘This is “ticket of admission day” for the public schools. They will open next Monday. Meantime the credentials will have to be se- eared for those pupils who desire to enter. A novel feature of this year’s opening is the fact that the four lower grades will be gppplied ‘With teat books at public cost, the law allowing diseretion within the first six grades and ap- propriating $25,000 for the purpose. This item, ‘thouzh the allotment to each family is «mall, is @ matter of considerable importance tu those parents of school children who are straightened in means. As many pupils prefer to use their own books the privilege will not be availed of Dy all in the lower forms. The prospects are ‘that the schools this year will exceed in inter- eet and usefulness all previous records. -——_+e Perhaps, constitutionally speaking, the 17th of September, the anniversary of the date of thy adoption by the Federal Convention of the ‘Constitution of the United States, is the might- dest event of history, if that day in June, 1788, when the ninth state (New Hampshire) ratified the instrument be excepted. The adoption se- cured what pechaps most patriots feared never would be secured, and the ratification by the ninth state was the final fact of the union, omitting, of course, mere formalities in getting | ‘the great scheme of governinent under way. Every step in the matter was painfully difi- eult, which may be the chief reason why the government thus slowly and laboriously con- | structed is so strong in the affections of the | people today and, promises to endure for ages. | — In addition to the disinfection by the use of | compound sulphur candies of the District | pablic sehool buildings it ix sngzested that the | health officer likewise cause fires to be lighted in all the buildings sufficient to dry off the ae- cumulated dampress of the long vacation. | ‘This is even a more important matter than the disinfection already provided for, for if the | weather be pleasant and the children are thinly | elad they will be pecaliarly musecptibie to colis, | diphtieria and other diseases. the effects of | anch cause This heat need not be great enough to warm up the buiklings on a cold day.
