Being joined by the reporter he led the way up the steep double terrace to his house, and seated in his study he talked most interestingly for half an hour about Haytian affairs, internal and international. Loxvox, July 4—The kaiser arrived today from Holland. The Hohenzollern, as it ap- proached Sheerness, was received with an im- perial salute from the British squadron in Waiting. and the fleet presented a spectacle which, the kaiser acknowledged, far surpassed anything that he has seen in the naval display in Hollund. The Prince of Wales, the Dukes of Connaught and Edinburgh and other mem- bers of the royal family went down to meet the kaiser on landing. The greeting between the Prince of Wales and the kaiser was carefully noticed and it appeared to be of the most cor- dial character, the kaiser almost embracing his royal uncle. He was enthusiastically received the crowds assembled to witness the landing of the im; All the British war ships HIB ANSWER To CRITICISM. ~ “I have a good answer,” he said, “to the un kind and unjust publications concerning me and my connection with the mission at Hay which some persons have been indulging Itold some reporters I saw last night that they ought to go to the State Department to get information on the subject. My reports are there. But, as Tsay, Ihave an answer to the criticisms that have been published. If the time comes for me to do so I shall speak on that subject. At present I retain my posi- tion and am charged with certain diplomatic work and may go back to Mayti, therefore it would not be proper for me to speak too freely at this time, It is my duty ase diplomat to receive blows without returning them. There seems to be some anxiety to know whether or not Iam going to resign. I do not know whether or not I shall go back to Hayti. Lasked only for sixty days’ leave of absence from my post of duty. Of course I have not seen the President yet, and have not seen Mr. Blaine for some time Until I have talked the matter over some I can- not tell what fam going todo. I may or may not resign. It might be that the administra- tion would like to send a younger man than I to take charge of our affairs ut Hayti. There are several who want the position and are caus- ing a great deal to be written on the subject. I do not know what the desires of the President are. I may not get out of this muss for some time or I may get out very soon. THE MOLE ST. NICHOLAS. “I see that Admiral Gherardi is referred to as authority for many of the criticisms of me and my conduct with relation to the conces- sions our country was seeking from Hayti, I do not know that he has written anything over his own name, but bear indefinitely of his being authority for the statements, see him quoted, &c. Now Iam surprised at that, for as colleagues dealing with this question we were very friendly. I was much interested in the Mole ‘San Nicholas, and was anxious by all that was in my power to get the concessions which my government asked for. I hear it said that I have become more Haytian than American—an absurd statement. ‘BIS POLICY IN HAYTL twenty-one guns. Soon after the emperor and his party left for Windsor ‘The weather was brilliant and bracing. Windsor was aglow with enthusiasm over the expected arrival of the kaiser, and elaborate and in the town. The German em England by. the Toreig Marahchall; Priv; of the foreign “When I went to Hayti I had two objects in waste. Wagers view, which I talked over with the President, and which he was interested in and fally ap- proved of. One was to serve my own country and to secure for her the concessions she sought, and the other was to aid, as far as pos- sible, the ‘black republic’ in proving to the world that my race were capable of governing themselves and that they could form stable government. I talked of this with the President, and he said that he hoped oa it would not much longer int to Hayti as an example to poctintie sebehine taste nioaraete ee capable of self-government. ‘The difficulty in negotiating for the accession of Mole San Nicholas for a coaling station lay in the manner, the time and the circumstances of ite asking” I thought, and I still think, that the concession of the mole could easily have been secured if the proposition bad been made at the right time and in the right way without too many restrictions. HOW THE NEGOTIATION WAS EMBARRASSED. “Ido not feel at liberty to go very deeply into this subject, but I will say to you this much: If, in for concessions, those asked for by Mr. Clyde hud not been put ahead of that of the mole the United States would have got what she asked for. You see uur pro, sition was illogical when we claimed that the United States government had rendered vaiu- able services to the Haytian government and asked for concessions, and then pressed for- ward the claim of a single citizen of the United Su.tes for performing those services. In press ing the Clyde claim for @ concession the claim of the government for concession*%was weak- ened. It was contradictory and illogical. Ido not say Mr. Clyde, for he isa fine gentleman, but his agent at Hayti asked for $1,000,000, re- ducing the claim later to £500,000, from Hayti, asa subsidy for a steamship’ line, upon the claim that he had broken te blockade. New Yor, July 4.—The verdict in the “Jack the Ripper” case surprised the general public, who expected a finding of murder in the first degree or an acquittal. But the law of murder in New York state is plain that unless the kill- to the mole was clouded. The Haytians argued that what Mr. Clyde's agent wanted 500,000 for—to establish the steamship li eigners bad done for nothing.” ‘THINKS THERE 18 STILL A CHANCE. “Do you think that there is no longer any Prospect of our getting the mole?” “No, I think we may yet, under more fayora- ble circumstances, get the'voncemsione *” “‘Ie it true that Hyppolite is unfriendly to the United States?” that he is unfriedly.
