WASHING TON: r bas a regular and permanent circulation in Washingten three times larger than that of any other paper THE EVENING STA’ Amid the colossal exposures of corruption fraud and wrong doing of all sorts at the hands of municipal officers of the different cities of the country, thatare being made with sach startling frequency, it tells well both for the form of our District government, and for the officials appointed under it, that the only cause of complaint against our Commissioners Just now is that they are rather over vigilant in regard to the condition of things in the health ‘and police departments. Despite the inter- ested clamor that has been raised it is to the credit of the Commissioners that they have persevered in their inquiries into the workings of these two important departments. As regards the health office it is to the in- terest of every man, woman and child in the community that it should be kept up to the highest standard of efficiency, and the Com- missioners would have been ntterly derelict to their duties if they had failed to make inquiry into the loud and growing volume of complaint against the management of that department. And it is insufferable that when a change should Le proposed in that office, the air should be in- tantly filled with threats of the terrible things that will be done to the Commissioners by Con- gress ang Congressmen, political bosses, state associations, army organizations, and all sorte of outsiders from one end of the country to the other, if they dare to meddle with the health officer. The health department concerns the people of Washington,alone,and itis a grent im- pertinence for these outsiders whodiave no in- terest whatever in the matter to undertake to dlietate how it shall be managed. So, too, in regard to the police department. Ja our opinion Col. Moore is exceptioually well qualified for the position of superintendent of police; and, considering the quality of the material, to which unler the law, the ruiting for the force has been re- stricted, its efficiency under his manage- ment has been something remarkable. But he is not the head of the department. ‘The Commissioners, who appoint all the off- cers and privates, from the superintendent down, are responsible for the general manage- ment of the department, and it is impera upon them to exercise a close supervivion over all branches of the police service. The great scandals in the department that brought a pre- vious police admin‘stration iutosuch disrepute, should serve asa warning against any further laxity of supervision. It is possible that the Commissioners in their present inquiry may be somewhat fussy in their line of investigation and may go off sometimes upon a false scent, Lut all the same it is their duty to supervise. - —— The papal decision against the objects of the Cehensly memorial was ngt unexpected. To have set aside the wisbes of the American Catholic hierarchy and of # large majority of the Catholics in the United States and to have disregarded the manifest policy of the Roman ebarch on this continent would have been a fatuous course inconsistent with the modern statesmansbip of the Vatican and certain to ease loss to the church in the near future. As it is, the Americanization of the church has strengthened it. Any movement looking to the setting up over here of a national hierarchy for each nationality of foreigners coming to these shores, with its accompaniment of the predetermined perpetuation here of the differences in language and race feeling that exist among the immigrants, is necessaril unfriendly to the republic. A people who 1 us well enough to emigrate from a distant land and settle here should consult our interests so far with their own as to omit to do anything that wil! prevent their coherence with the mass of citizensalready in the country. The Con- stitution guarantees free:iom of religious wor- ship, not with the view of the public injury certainly, but for the purpose of preserving to the individual ail possible liberty compatible with the general safety and interests. He can- not abuse the guarantee, so the pope tells him, by any arrangement with the Church of Rome by which that church shall be a party to setting up bere stumbling biociks in the way of progress. This is what the Cahensly move- ment means, and it therefore has the opposition of all who sincerely wish well to the institu- tions of this country. - ee As the royal sun rises on the morning of In- dependence day the republic's banner will carry forty-four stars on ite broad folds, the forty-fourth for Idaho, the youngest state of the Union. The tag will be changed alittle in accordance with the new regulation made in pursuance of law.
