PRUCE REPORTS ON THE COLORED NORMAL SCHOOL GRADUATES’ PROTERT—ROUTINE BUSI- NESS—AN INFORMAL TALK WITH THE ANACOS- TIA DELEGATION IN REGARD To MR. PETTY. The second June meeting of the school board last night in the Franklin building was a very tame, uninteresting affair. The nominations for teacherships, which were expected to be made lant night, were not quite realy in some quarters and they were postponed until a special meetiug in July. Resignations were re- ceived from tne following: Agnes M. Lathe, assistant principal of the High School; Mary Eastman, teacher, High School; L. M. Laney, teacher, High School; Peter 8. Lesh, fourth division; Bortie O:ell, teacher, second division; A. J. Lewis, teacher, second division; Ella Early and E. R. Lewis, seventh division. A leave of absence for one year was granted to Edgar F. Strong, principal of the Phelps School, for the purpose of enabling him, at his own request, to take = special course of instruction in history and economics at Johns Hopkins to fit him for better work in the schoole. He wanted to be assured that he would be appointed to his old position when he returns, but this the board was un- willing to guarantee. Trustee Thayer, in sup- porting the request for # leave, spoke of the principle of giving teachers all the chance pos- tble for their own advancement and improve- nent and of the power of the board to give as- surances of complete reinstatement. ‘Texcbers wiring to take the risks, he added, should be encouraged in this con: Mise Julia H. tickney, a teacher in the third division, was siven leave for one year to enable her to pursue # college course in Massachusetts. Mr. Bruce presented a petition from the par- ents and friends of the pupils of the class just graduated from the High school of the seveuth ind eighth divisions, which wus antedated to “July 1, 1891,” asking that the number of panile ulmitted to the colored Normal School be increased to forty for a number of reusons. Thix document was referred to the committee on high schools. THE COLORED NORMAL SCHOOL. Mr. Bruce made a verbal report upon the case submitted to his committee at the last meeting, that of the protesting graduates of the colored Normul School, who were not ap- pointed to teacherships and who objected to the appointment of two teachers who were not members of their graduating class. He raid that he would not dignity the matter by mak- ing a written report, but wished to call ‘the at- tention of the public, through the newspapers, to Rule 18 of rules governing the public schools, which, he thought, settled the co plaint effectively. ‘This ‘rule reads: “The first twenty members of the class of graduates of the Washington Normal School of the seventh and eighth divisions shall be assigned to schools us teachers, as vacancies occur, in the order of merit, as determined by their relative class standing in said school. ‘The remaining mem- bers shail stand upon an equal footing with the graduates of other approved normal schools.” The two teachers, Mr. Bruce said, over whose selection the row was raised, were graduates of “approved normal schools,” standing upon an equal footing with the surplus members of the class. One of these graduated from the Norma School of the Howard University and the other graduated from the Washington Normal School lant year. Upon the motion of Mr. Whelpley, Wm. There was nothing left for the board to do after this and an adjournment was therefore voted, though the room was quite well filled by @ delegation from Anacostin waiting to ap- peal to the board in behalf of Mr. H. 8. Petty, the principal of the Anacostia School, whose resignation, it has been rumored, is tc be re- quested. Mr. Leonard said that he and the otuer parents of Anacostia had found Mr. Petty to be honest, faithful and attentive to his duty, and that the great majority of the citizens were in favor of his retention. He had been serving in this capacity for nineteen years, and in all that time jiud iost but five da; trom his school. Mr. George H. Armstrong, the justice of the peace of Anacostia, said few words of praise for Mr. Petty, dectaring that he had yet to hear & single word by his own cars derogatory to the principal's capacity or ability. It would work & great injury to Anacostia, he asserted, if Mr. Petty were removed. The delegation consisted of A. B. Frisbie, J. C. Leonard, W. M. King, Peter Stangier, W. H. Peek. Geo. H. Armstrong and Chas. Ashton. The trustees present at the meeting were Messrs. Thayer, Wood, Hazen, Whelpley, Brace, Cornish aud Gregory and the president, Mir. Mitchell, and secretary, Mr. Falek. BECAME UNITED PRESBYTKRIANS.* The Clergymen Recently Suspended From the Keformod Chureh for Voting. ‘The Monongahela presbytery of the United Presbyterian church met yesterday and re- ceived into their commanion the Reformed Presbyterian congregations of East Liberty and Wilkenaburg. The presbytery also removed the sentence of suspension pronounced upon the Levs. 0. B.and E. M. Milligan, restored the license of Mr. J. A. Burnett, and appointed the proper committees for the organization of the East Liberty and Wilkensburg Reformed Presbyterian congregations as United Presby- torians. Rev. Dr. McAllister and Prof. Wilson, repre- senting the Reformed Presbyterian synod, were present and insisted upon being heard in pro- text against the aetion of the United Presbyte- lan presbytery in entertaining the application from the East End seceders from the lieformed chureh unless they should at first renounce all claim to the church property. The protests were lixtened to, but produced no visible effect beyond giving some of the ectators an opportunity to vigorously hiss Dr. MeAllister’s offensive insinuations. A Berlin dispatch to London says that the renewal of the triple alliance is no longer a matter of speculation, Italy's formal adhesion has been received by both Austria and Germany. The French government appears to have had an inking of whut was going on, and the result has been an increased irritability in the foreign policy of France and renewed efforts to exact pledges of a co-opera- tion on the part of the czar. By agreeing to use her fleet in the Mediterranean to uphold the existing status England has practically joined the triple alliance, and this fact is also recognized with deep chagrin in Paris. The Kaiser Cannot Forgive Count Munster for His Mother's Hun jation in Paris Reports are again afloat in Berlin that Count Munster will soon retire from Paris.
