HE EVENING STAR. WASHINGTON: Jane 27, 1891. permanent circulation in Washington three times larger than that of any ether paper fm the city. As a local NEWS paper and Advertising Medium it has we competitor. ‘The Englixh government's Irish land bill has passed the house of commons and its second reading im the lords. The bill guarantees €130,000,090 or more to aid in the transfer of the land from landlord to tenant. The princi- ple of the imperial government's purchase of land for this purpose is not opposed. The ad- vances to landlords are to be made by the issue of » sum of guaranteed land stock nominally equal in amount to the ad- vance and accepted by the landlord as equal in value to the nominal amount. ‘This stock consists of annuities yielding yearly dividends of two pounds and fifteen shillings and is redeemable after thirty or before forty- nine years, the redemption to be made bya sinking fund of one per cent on the nominal amount of capital. The payments are to be made either from the land purchase account or from a temporary advance from the imperial consolidated fund. Tue land commision ad- ministers the law, but the iord chancellor may nominate additional commissioners. The guar- | antee fund comes from certain enumerated Irish and other funds. Oneof themost humane provisions of the bill is that which empowers the board to provide seed potatoes and ~ced oats at cost prices, to aid in developing agrieal- ture and forestry and the local industries gen- erally. a = The decision to coin the trade doli in effect to change bullion that cost | with the act of the lat Congress. ‘The trade dollar bars are the bullioa derived from melt- ing the coin known as the trade dollar and which. althongh intr than the standard 7 tized. Besides this apparent aecretion it is in- intenfed to recoin the abraded and other fractional currency which has been redeemed and isnowin the treasury to the vdue of $20,000,000. It is suid that the three mints of the republic will Le able to insue some millions of the new coins in three or four months. Mean- time the question of the continuance of the sically more valuable coinage of standard silver dollars under the Pland-Allison act, modified in cer- tain respects by the act of the last Congress, is ineld in abeyance. As the Secretary of the Treasury phrases it, the new source of supply the trade dollar bars and the subsidiary com. {t may be well to bear in Biind that the effect of this arrangement, aside from the necessary pustponcment of the gen- eral question of the comage of standard silver dollars from bullion, is t in circulation in the denominations required for the public convenience sume part of the «ubsidiary coin in the treasury. The debt statement in use in the administrations previous to that of Mr. Cleveland hat been restored. Altogether the financial decisions of yesterlay were impor- ‘tant. a - — — The rain balloon may be looming up as @ po- litical factor before we know it.
